Estonia Takes Radical Step to Finance Ukraine: Legalizing Seizure of Sanctioned Russian Assets

Estonia plans to become the first EU country to legalize the seizure of sanctioned Russian assets to finance the reconstruction of Ukraine. This was announced by Estonian Foreign Minister Margus Tsakna in an interview with Bloomberg.

The government of the Baltic state will approve the corresponding bill within two weeks, after which it will be submitted for consideration in the parliament. “It will really hit the oligarchs, it will really hit the Russian state,” the diplomat said.

The initiative of the Estonian authorities could affect assets worth around 35 million euros owned by Russian enterprises in Estonia. According to the Ministry of Foreign Affairs, the work on the asset seizure plan was complicated by the guarantees for private property in force in the country.

US Secretary of State Anthony Blinken at a press conference with Ukrainian Foreign Minister Dmytro Kuleba on September 7 said that some of the assets of Russian oligarchs who are subject to sanctions will be used to support Ukrainian military veterans. Blinken did not specify what amount it is and whose assets it will apply to. Kremlin press secretary Dmitry Peskov said the Kremlin considers such actions “illegal actions.”
