Establishing Regulations for the Entertainment Industry: Draft Law 27 in Panama

Panama/With the objective of establishing regulations specific related to the entertainment industry and with the purpose of eliminating the recurring conflicts faced by artists, musicians and other art and entertainment workers, a technical committee was established in the National Assembly to continue with the Draft Law 27.

The Deputy Corina Cano, second vice president of the National Assemblywas in charge of leading the discussion that seeks a labor and social security regulatory framework, consistent with the economic development of the country, for this sector of the economy.

He Draft Law 27which addresses the social security labor regime and dictates other regulatory provisions for artists and entertainment workers, has been subjected to a broad consultation process with various unions and unions, in order to gather opinions and consider different perspectives.

The deputy cano He pointed out that, in this second meeting, the contributions that have come from the workers’ unions will be seen, as well as observations of the Ministry of Labor (Mitradel), arts and music organizations, observations of the Technical Secretary of Labor.

He urged other interested parties to send their contributions.

With the technical table, the intention is to reach a consensus that results in a law that recognizes and protects the rights and cultural diversity of art and entertainment workers.

Participation in this technical table involves various relevant actors in the sector, including the Union of Music Workers, Artists and Similar, the Panamanian Union of Arts Professionals, the National Union of Singers and Professional Artists of the Panamanian Tenth, the Association of National Musicians, the National Association of Accordionists of Panama, the National Union of Artists of Panama, Solidaridad Folclórica and the Enlazarte con Alma Latinoamericana Foundation.

the blueprint consists of 10 titles, 2 chapters and 90 articleswhich will be carefully analyzed in the technical table and, once approved by the Work Commissionwill be incorporated directly into the first debate without the need to go through a subcommittee, as stated by deputy Cano, proponent of the initiative.
