Erick Require BUMN to Buy UMKM Products, Here’s the Mechanism!

Jakarta, CNBC Indonesia – The Ministry of State-Owned Enterprises (BUMN) led by Minister Erick Thohir provides a special platform for MSMEs to market their products to state-owned companies.

Thus, it is hoped that with this special platform, BUMN companies will become absorbers or offtaker from products made by MSMEs in the midst of the Covid-19 pandemic conditions.

Special Staff to the Minister of BUMN Arya Sinulingga said that currently there are nine large BUMNs participating in the platform.


Through a platform called PaDi or Digital Market Platform, it is hoped that SOEs can place orders for products with tenders of up to Rp. 14 billion to MSMEs.

“So we combined stage 1 with 9 large state-owned enterprises, large procurement, we prepare the transaction marketplace, we can collect data through B2B and B2C, “said Arya webinar with state-owned enterprises including PT Pertamina, Saturday (19/8/2020).

In the program, there are eight groups of activities that can be ordered for the provision of services and goods to MSMEs. Starting from construction materials, construction and renovation services, expedition and packaging services and machine equipment rental services.

Then there is equipment rental and machine maintenance, advertising services, catering and snack services and furniture rental services.

He revealed that there are more than 72,000 MSMEs as providers of services and goods from MSMEs who are members of PaDi, with the portion of the procurement reaching Rp. 18.52 trillion.

Previously, BUMN Minister Erick Thohir had issued a policy to limit the procurement of SOEs in the range of Rp. 250 million to Rp. 14 billion, only for MSMEs.

He said, prioritizing MSMEs in terms of procurement is considered to be a counterweight to economic growth which this year has decreased due to the Covid-19 pandemic.

“There are many concrete activities carried out with Pak Teten. How do you ensure that not only ultra-micro and UMKM funding always occurs but also open up greater access to MSMEs. Furthermore, on the occasion with Arya, VP of Corporate Communication of Pertamina Fajriyah Usman said Pertamina also encourages the empowerment of MSMEs.

He said, the Covid-19 pandemic had an impact, especially for MSMEs because more than 50% of Pertamina’s fostered partners were affected by the pandemic in the form of a decrease in income.

“So we support the survival of small businesses. Pertamina absorbs UMKM products distributed to the public or those affected by Covid-19 of more than Rp. 3.09 billion, we used the last 3 months and 10,000 of its products,” he said.

“So we empower them with their products, ask for the production of vitamins, honey, hand sanitizer soap, masks and others so that we absorb them and use Pertamina’s distribution to prevent Covid-19, so the assistance is almost Rp. 12 billion including support for BUMN homes,” he explained.

He assessed that the main problem for MSMEs at this time was funding, as well as administration, technology and market access problems.

“They haven’t bankable, it is difficult to get a loan because in the bank there are certain rules that must be followed, it is difficult for them to get more funding. “

On the occasion early last September, Pertamina’s Managing Director Nicke Widyawati also said that the company has disbursed funds to MSMEs amounting to Rp 3.5 trillion since 1993. As many as 63,000 MSMEs have been supported by the company to date.

Nicke said that the existence of MSMEs is the backbone of Indonesia’s economy, such as during the economic crisis in 1998. In addition, MSMEs also absorb as much as 95% of the workforce, with total investment in this country as much as 56% contributed from MSMEs.
