The Environment and Renewable Resources Commission of the Legislature of Córdoba discussed this Tuesday afternoon a bill that seeks to modify some articles of provincial law 6,964, on Protected Natural Areas of the province. During the meeting, a favorable dispatch was given to the initiative, which aims to change articles 33, 34, 35 and 36 of the aforementioned law.
Project 40585/L/24 was initiated by legislators Abraham Galo and Brenda Austin, and its objective is to prevent alterations to the environments of the natural areas of the province of Córdoba, commercial exploitation, hunting or any other type of action that put them at risk.
The central axis of the initiative is to incorporate within the Provincial Natural Monuments section (article 33 of the law) a section referring to “things, living species of animals or plants of aesthetic interest, historical or scientific value”. This aspect was not regulated in current law 6,964.
In fact, the authors of the project echoed the request of some foundations, which stated that Córdoba does not have a regulatory framework in its law for the protection of natural monuments.
Galo himself chaired the commission, along with Austin as vice-president. Legislators Luciana Echevarría, Walter Gispert, María del Rosario Acevedo and Victoria Busso were present. Leonor Soardo and Graciela Bisotto joined virtually.
Likewise, the provincial Secretary of the Environment, Federico García, participated; the undersecretary of Biodiversity of the provincial Ministry of Environment and Circular Economy, Miguel Magnasco, and two biologists from this agency.
Galo highlighted that the intention is “work in an articulated manner” with provincial environment.
García, in turn, considered that the intended modifications “They are a very important contribution to expanding Natural Monuments” and? “They will serve to make the species more visible” existing in the province, some in danger of extinction.
Magnasco, meanwhile, welcomed the possibility of modifying the law. “It is a debt; “Having a regulatory framework that allows us to make better efforts is a huge step forward for the conservation of species.”he expressed.
Fundamentals
In its foundations, the bill states: “Preserving these areas and their resources through public policies will allow these sites to be safeguarded for purposes of research, conservation, protection and sustainable use by communities”.
The project thus suggests the new wording of article 33, referring to Provincial Natural Monuments (sites, areas or places that contain natural elements of notable importance): “a) They possess some feature of relevant and singular historical, scientific, educational, aesthetic or cultural importance; b) Requires its absolute protection and preservation; c) Things, living species of animals or plants of aesthetic interest, historical or scientific value.”.
Regarding article 34, he proposes that it be worded as follows: “The Provincial Natural Monuments will aim to conserve the most intangible state of their outstanding biological or geomorphological characteristics and the associated ecological, natural and/or cultural values. The lands and/or species in this category will be subject to the regime of regulations and controls that are determined by regulation, in relation to the conservation objectives established for the case..
Regarding article 35, it indicates the functions that must be guaranteed for Provincial Natural Monuments. Article 36 refers to the general prohibitions that must govern these monuments.
More than 41 years
Law 6,964 was published in the Official Gazette of the Province of Córdoba on August 22, 1983, and its purpose is to establish the regulations that will govern the provincial natural areas and their wild environments.
The purposes of this law are: to conserve and promote the most representative of the natural heritage of the province, in a manner compatible with the needs of productive sources, agricultural production, industrial exploitation and tourism requirements; institute the organized operation of a system of provincial natural areas; establish conservation regimes for environments and their resources, to contribute to the social, economic and spiritual development of human life related to them; and promote actions, activities and work aimed at the conservation of nature, regulated use of the territory and its natural resources.
The province of Córdoba has 30 Protected Natural Areas, among others the Provincial Natural Park and Chancaní Natural Forest Reserve, the Bañados del Río Dulce Multiple Use Reserve and Laguna Mar de Ansenuza, the Cerro Colorado Natural Cultural Reserve, the Pampa de Achala, the Caldén Biogeographic Corridor, the Francisco Tau Municipal Park Natural Reserve, the Los Gigantes Water Reserve, the El Cóndor Sanctuary Wildlife Refuge and the Cerro Uritorco Forest Natural Reserve.
