Entrepreneur about PSBB Anies Forbidden to Dine In: Killing Us

Jakarta, CNN Indonesia

Entrepreneur restaurants and restaurants imitate the policy of the Governor of DKI Jakarta Anies Baswedan which does not allow visitors to dine in during the implementation of Large-Scale Social Restrictions (PSBB) Total is like shutting down the business restaurant.

This is believed to have eroded the turnover of the restaurant business. This is because the Head of Restaurant Development for the Indonesian Hotel and Restaurant Association (PHRI) Susanty Widjaya said that the biggest contribution to a restaurant is income from visitors who eat on the spot.

This contribution is usually greater than revenue from delivery services and take away orders.

“In fact, yesterday we were excited because we were able to receive more visitors, some even opened another branch because it was already a transitional PSBB, it turns out that now PSBB is total. If it is open but no dine in, it will kill us, kill slowly,” said Susanty to CNNIndonesia.com, Friday (5/6).

Furthermore, Susan estimates that income or turnover will fall by 50 percent in PSBB Total from the transitional PSBB period some time ago. This projection appears because the policies implemented are similar to the early PSBB in April 2020.

At that time, the decline in turnover of restaurant entrepreneurs reached 70 percent from normal conditions before the corona virus pandemic or covid-19.

However, when the transitional PSBB period was carried out, the turnover of entrepreneurs had increased by about 10 percent to 20 percent or at least it was in the range of down 50 percent from normal conditions.

Therefore, he estimates that when PSBB Total is implemented again, the decline in turnover will reach 50 percent of the PSBB transition period.

“If there is no dine in, the sales will definitely drop, maybe it could be like when the initial PSBB (in April 2020) fell by 70 percent, then increased by about 20 percent in the transition PSBB, so later in the PSBB the total may be reduced by half. from the transitional PSBB period, “he explained.

Another implication, he continued, would be the operational costs and the fate of employees. Operational costs are confirmed to be ineffective because entrepreneurs have to pay for electricity like normal usage, even though they only serve delivery and take away.

Likewise with operational costs for food stock and production. “Yesterday’s materials we already stocked, later they could not be fully used,” he explained.

As for employees, he estimates that employers will inevitably reduce the number of employees again. This is because the need for employees for delivery and take away services will be less than when there is a dine-in service.

“Of course there is a further reduction, even though yesterday we just hired another one before. From the villages we called, some WA (Whastapp message) also asked and asked to come back, now we can’t call it again,” he said.

On the other hand, Susan complained that Anies’s policies were not detailed. For example, the question of restaurant operating hours has not been mentioned. This will make it difficult for entrepreneurs and restaurant managers to determine future operations.

“We didn’t mention the opening hours, we were confused. Half-and-half,” he complained.

Meanwhile, Deputy Chairman of PHRI Maulana Yusran asked the government to share the burden with entrepreneurs. For example, when a restaurant cannot fully operate, the tax collection is also postponed first.

According to him, provisions from the central government already exist, but their implementation in the field is not yet true.

“In any case, the restrictions will reduce turnover. Moreover, when talking about restaurants that are not allowed to be dine in, they can only take away. So the consequence is that there must also be government responsibility, don’t just burden us, the term is sharing the pain,” said Maulana.

Likewise with electricity policy. According to him, incentives do exist, but other policies are needed, for example, the easy power ups and downs from PT PLN (Persero).

On the other hand, Maulana also gave notes to the government so that it would not be easy to change policies. This is because the business world needs policies that are far more stable and mature, not those that are hasty.

“This sudden policy is always easy to convey but they do not understand how the business world is. The stock has been ordered, like the previous PSBB, the ends are wasted, we donate something to the zoo. It’s not a matter of just the contribution, but the cost,” he concluded.

Earlier, Anies Baswedan announced that restaurants, eateries, and cafes should not serve dine in, but only take away and delivery.

“Restaurants, restaurants, cafes can operate only by providing delivery or taking them home but are not allowed to accept visitors to eat on the spot,” said Anies.
