“We are registering fewer unemployed again. That’s good news for the time being, ”says the chairman of the management board of the Freiburg Employment Agency, Andreas Finke. The measures implemented at the beginning of November to contain the corona pandemic did not play a role in the development of unemployment. On the one hand, because pronounced dismissals would only take effect at a later point in time, and on the other hand because short-time work and state corona aid continued to support the labor market. However, the restrictions would have led to a significant decrease in labor demand. Almost all industries were affected. The development in temporary employment was particularly noticeable, the demand for which plummeted compared to November of the previous year. But the catering industry also usually reports more jobs before the winter season. The advertisements for short-time work, on the other hand, rose again significantly as a result of the restrictions. “In this respect, my balance sheet for November is rather mixed,” says Finke, who expects the reduction in unemployment that has begun to stall again in the coming months.
Short-time work:
As a result of the measures to contain the corona pandemic, significantly more companies are again reporting short-time work. In November, 751 reports were received for 6,244 people.
The first projections for short-time working actually used in July 2020 are now available for the agency district. According to this, 2,770 companies accounted for short-time work for a total of 26,168 employees. The short-time work rate was 9.7 percent in July after 13.1 percent in June.
Dynamics on the labor market:
In the reporting period from October 13 to November 11, 3,513 people registered as unemployed. In the same period, 3,788 people ended their unemployment. This means that the momentum has reached the previous year’s level. On balance, there were 265 fewer unemployed than in the previous month.
Structure of the unemployed:
Compared to the previous year, the number of unemployed has increased in all target groups. According to legal circles, the following picture emerges: SGB III: 7,802 unemployed (share 50.9 percent), SGB II: 7,536 unemployed (share 49.1 percent).
Labor demand:
The measures to contain the corona pandemic have left a clear mark on labor demand. The companies reported 967 vacancies. That is 213 or 18.1 percent less than in the previous month and 400 or 29.3 percent less than a year ago. The greatest demand by industry: Business-related services (157 jobs), including temporary work (118), health and social services (157), manufacturing (125), public administration (125), trade (108), professional, scientific and technical services (103). In mid-November, the Freiburg Employment Agency had 3,627 orders to fill vacancies.
Development by region:
Compared to the previous month, the number of unemployed has fallen in all regions of the agency district. However, the increase over the previous year remains considerable.
