Joe Coughlin (Ben Affleck), is the son of a city police captain and ex-soldier still suffering from the consequences of World War I. In the midst of the Prohibition era, Coughin decides not to follow in his father’s footsteps, and joins organized crime, to become a bootlegger who deals alcohol in his city.
