Enhancing Security Measures in Educational Establishments: Minister of Education Organizes Meeting with Elected Officials

Five days after the attack in a school complex in Arras, the Minister of Education is organizing, this Wednesday, October 18, a meeting with associations of elected officials around securing educational establishments. In many Norman establishments, security has already been strengthened.

Before, for example, we could go out in the middle of an hour but now we can’t because the gate is closed, explains Hadjar, a high school student at the Gustave Flaubert high school in Rouen. It reassures me in the sense that there is more security but it worries me because when I look at the situation in schools and high schools, before it was not like that. We could go to school peacefully without being afraid.

More security at the entrance

Instead of having two people at the main entrance, we have three, explains Jean-Marc Guérard, principal at the Gustave Flaubert high school in Rouen. There is a visual check of the bags, we also asked the agents to be on the wide territory of this high school. It is 26,000 m2, there are other entrances at which we must position adults who are there to filter, particularly when there is the entrance of the suppliers.“Jean-Marc Guérard also explains that a new PPMS, a specific security plan, is being developed. It should be used to describe the conduct to be adopted in the event of an intrusion, for example.

More video surveillance

Among the avenues studied to further secure educational establishments, that of a more extensive use of video surveillance is also mentioned by the region. “As in Arras, we saw that this video had allowed a very rapid intervention by the police and emergency services, we suggested to the establishments which had refused the video to review the question and to complete the security with video, explains Bertrand Deniaud, vice-president of the Normandy region. We are also looking to supplement this with human presence with protection societies for those who really need it.

On the subject of video surveillance, the president of the Normandy region, Hervé Morin, sent a letter to Norman high schools to propose the installation of new cameras. Their implementation is subject to a vote within the boards of directors of each establishment.
