ENFIA 2024: When are the clearances coming – What pitfalls do the discounts hide? – 2024-04-04 09:40:13

More than 7,000,000 property owners with a total property value of €800 billion will start receiving the new ENFIA liquidation notes from next weekend in order to pay the first installment by the end of April.

Where to find the clearing papers

The amounts will be posted to the personal Taxisnet accounts of the owners and they will have to log in with their codes to the application “Declaration E9/ENFIA” of the Independent Public Revenue Authority (www.aade.gr) in order to obtain the payment ID with the total amount of ENFIA and the corresponding monthly installments.

As of this year, the repayment installments have increased to eleven, from ten last year, with the first to be paid by April 30 and the last by February 28, 2025. In fact, according to a legislative intervention by the Ministry of Finance, from 2025 the ENFIA can be paid in 12 installments with the first to be paid by the end of March and the last by the end of February.

Who loses the discount?

Out of a total of 7,100,000 property owners in Greece, ENFIA will be asked to pay approximately 6,100,000 property owners – natural persons – and the total amount amounts to 1.75 billion euros. The amount and number of citizens required to pay ENFIA would be much higher if discounts and tax-free amounts had not been instituted. Based on the applicable, a generous discount of 50% or even 100% is provided depending on the annual income, property and family status of the owners.

This year, for the first time, around 350,000 property owners, out of a total of around 900,000 who have their properties insured, will have a discount in ENFIA of up to 10%. The remaining 550,000 will not have any discount because, according to the data obtained by the Ministry of Finance, they have not insured their residence for all three risks of natural disasters provided for by the new law, i.e. from fire, earthquake and flood.

At the Ministry of Finance, in the end, they did not take into account the many requests they received especially for this year that there be an exception and that the 10% discount also concern those who have insured their residence for two of the three risks.

Increase in doses

By increasing the installments from ten to eleven, the Ministry of Finance hopes to achieve an even higher rate of collection for ENFIA, which is, however, considered as one of the most efficient and “well-paid” taxes for the state budget revenues.

There remains, however, a great injustice regarding the case where an owner wishes to pay ENFIA in one lump sum on the due date of the first installment, i.e. the end of April, as no provision of the law foresees even a small tax deduction as a reward to whoever chooses to pay the entire amount in one installment and not in eleven.

However, the same is not the case in the case of income tax resulting from the liquidation of tax returns. There, the law provides that any taxpayer who pays the income tax in one lump sum within the deadline for paying the first installment will have a tax deduction of 3%.

If someone does not have a change in their property situation, the total tax they will pay will be the same as last year, since the objective values ​​on the basis of which the property tax is calculated remain unchanged. On the other hand, those citizens who have acquired a new property or their income has increased, as a result of which they lose the exemption from ENFIA by 50% or by 100%, or their family situation has changed and for this reason they lose the partial or total exemption from ENFIA will be asked to pay a higher ENFIA compared to last year.

Property transfer

On the other hand, reduced ENFIA compared to 2023 will be paid by those who proceeded to sell or transfer property and in this way the value of their real estate on which the property tax is calculated was reduced. Also, those who insured their property cumulatively for fire, earthquake and flood for the whole of last year will have a 10% discount, while if they had insured their property for less than 12 months they will have a proportional discount for each month of insurance. A zero discount will be given to someone who insured his property last year, but this insurance did not exceed 3 months.
