“The supplier of electricity or gas can only commit to what is in its competence, ie the commodity part, there the price can be fixed, it is an unregulated component,” said Jiří Gavor, an analyst at ENA.

At least a little comforting news is that the total surcharge for both regulated and unregulated parts will be about two percent for electricity and one percent for gas.

Therefore, it can represent a few tens of crowns to about 500 extra crowns per year. On average, according to ERO Council Chairman Stanislav Trávníček, the regulated part of the price will increase by 3.7 percent for electricity and by 2.4 percent for gas. For electricity, it will increase the most at the EG.D distributor, by 3.9 percent. For ČEZ Distribuce it will be by 3.6 percent and for PREdistribution then by 3.3 percent.

In the case of gas, the regulated part rises the most in Pražská plynárenská Distribuce, by 5.9 percent. It will be 1.8 percent for EG.D and 1.8 percent for GasNET.

The regulated component mainly includes payments for energy transmission and distribution and is always determined with effect for a calendar year.

The share of the regulated part in the final price changes continuously. “In the total electricity supply, the share of the regulated part decreases with the rising price of the commodity. For prices in 2022, the total regulated component represents about 40.6 percent, “Trávníček explained. For gas, the regulated part of the price will be about a fifth next year, compared to about a third this year.

Up to tens of thousands more on invoices

According to Gavor, the announced increase in percentage units meets expectations. According to him, the regulator must follow a pre-agreed scheme of regulated payments, in which the costs of compensation for losses play an important role, especially in the case of electricity.

“It’s a physical thing where energy transmission and distribution costs range from five to ten percent, and distributors have to buy power on the open market. It is clear that in a situation where the price of a commodity is rising sharply, costs are also rising, “he added.

The ERO also estimated the total annual payments for electricity and gas that people without contractually fixed prices will pay next year.

They are dramatically higher than this year, because wholesale prices on the stock exchange are now breaking records. According to Trávníček, at the end of November, gas was about three times more expensive year-on-year and power electricity was about twice as expensive.

For small electricity consumption in the apartment, Trávníček expects an annual increase in total payments by less than 18 percent to CZK 13,800, of which the effect of the growth in the regulated price should be CZK 355. According to the ERO, people who heat water with electricity will pay almost 20,000 crowns next year, a year-on-year increase of 21 percent. The regulated part will contribute CZK 382, ​​ie 2.3 percent.

According to the ERO, families that also heat with electricity will pay a quarter more, around
32,300 crowns. They pay 1.9 percent on the regulated component, almost 500 crowns. According to the ERO, households that use natural gas for cooking pay a total of about 15 percent with a spending of 2,330 crowns.

The regulated part will increase by approximately 36 crowns. According to the ERO, people who cook in the apartment with gas, heat water and heat, will spend almost 31,000 crowns next year, a quarter more year-on-year. There is 160 crowns a year for the growth of the regulated component. Families who cook with gas, heat water and heat the house will have the highest costs up to 26 percent higher than this year. They will pay over 50 thousand crowns a year, of which 226 crowns will be due to an increase in the regulated part of the price.

The price increase may be higher in the end

However, Gavor estimates that the increase will eventually be much higher than the ERO expects. “I think the regulator’s estimates are rather optimistic and at the low end of the real range,” he said. According to him, most suppliers have increased the price of the commodity by at least half, many by one hundred percent. “In practice, I would add about ten percentage points to the regulator’s estimate, depending on the specific supplier,” he added.

For example, CEZ has announced an increase in total electricity payments for customers with an indefinite contract by about 35 percent and almost 58 percent for those who are drowning. The largest gas supplier, innogy, has risen in price twice this year, after almost 11 percent in November, it will be another more than 15 percent since January.
