What commercial establishments can be opened in residential buildings is provided for by a new regulation on the health requirements for the arrangement of urbanized territories, uploaded for public discussion.

Its purpose is to meet public expectations for achieving a favorable living environment and creating conditions for improving the quality of life of citizens and the implementation of the “Health in all policies” principle, states the reasons for the project, reports the financial portal pariteni. bg

It is not allowed in residential and non-residential buildings, which are, however, located in residential areas, to carry out production and service activities that emit dust, gases, noise, vibrations, odors and other excessive harm.

The ordinance specifies the sites, facilities and activities that may be disclosed in blocks and buildings in these areas.

In residential buildings (in the first above-ground floors) can be found:

1. workshops for household services up to 2 workplaces: sewing, knitting, shoemaking, upholstery and furniture repair without machining; for repairing electrical appliances; for express steam ironing; for bicycle repair; for prepress preparation; other related activities;

2. reception points for dry cleaning;

3. photo studios and related laboratories; copy centers (xerox services);

4. jewelry and watchmaking studios;

5. food stores, excluding hypermarkets;

6. shops for non-food goods;

7. boiler installations for the relevant buildings with a chimney height of at least 5 m above the surrounding buildings, located within a radius of 50 m and with effective noise protection, as well as values ​​of the released harmful substances according to Ordinance No. 1 of 2005 on standards for permissible emissions of harmful substances (pollutants) released into the atmosphere from objects and activities with stationary sources of emissions (promulgated, SG No. 64 of 2005).

8. subscriber heating stations in compliance with noise penetration norms, hydrophores with noise and vibration protection;

9. small workshops for pasta, sugar and confectionery products (up to 4 workplaces, with standard working hours in daily shifts).

10. public catering establishments (during regular working hours) without the participation of musical groups and/or the use of electroacoustic sound sources generating equivalent levels of penetrating noise above the permissible norms

11. creative studios (for artists, sculptors, ceramicists);

12. beauty salons/centers, barber-hairdressing and cosmetic services, provided that harmful substances are not allowed in the residential environment.

The ordinance also states that the location of farm buildings for breeding dogs and cats, as well as farm animals for personal use and the volume of animal breeding activities on land in populated areas, will be determined by ordinances of the relevant municipal council.

For the health protection of the urbanized territories, hygienic and protective zones will be defined to be protected from potential sources of pollution. The territory of these zones will have to be landscaped and landscaped with vegetation of a suitable type, resistant to the impact of pests.
