End of mobilization in the night emergency room at Vesoul hospital, negotiations resume

The emergency night staff at Vesoul hospital have suspended their mobilization. Since September 30, several of them have been on sick leave to protest against the end of payment for night rest. Negotiations between unions and management are underway.

After several days of mobilization, the emergency night service at Vesoul hospital (Haute-Saône) resumed normal operation this Monday, October 7. There were around ten of them who have been on sick leave since September 30. Night workers protesting against the end of payment for night rest (RN) by management.

An action supported by the CGT, but not by Force Ouvrière. “We agree on the substance, but not on the form, we work with people“, explains Éric Gérard of Force Ouvrière. The services had to reorganize at the last minute to ensure the functioning of the hospital.

As a reminder, since 2006, these nighttime rests could be used as rest or paid for. In June, management announced that they would only be counted as rest in order to enter the “legal framework“. A significant financial loss for the staff.”between 300 and 400 euros per month“, estimates the Force Ouvrière union.

In July, a one-day strike was organized by the Force Ouvrière union. The mobilized unions had requested that these nighttime rests be transformed into overtime. “We are in full negotiation, it is progressing slowly, but surely“, explains Éric Gérard, of the Force Ouvrière union. The discussions do not only concern night staff. “We asked that all agents combined be paid for overtime“, specifies Éric Gérard. Management has proposed several reforms including quarterly remuneration for overtime worked.

The position of the CGT is slightly different from the workers’ union. “We want it maintenance of paid night rest for night agents and the possibility to work a night of overtime“, specifies Ludovic Mangin union representative of the CGT. The management of the health establishment hopes that the negotiations will make it possible to find common ground. “I would like the unions to be reassured that this will avoid financial losses and be within the framework of the law. The idea is to provide better visibility of working time as well as better reconciliation of working time and personal time.“, explains Alexandrine Kientzy-Laluc, director of the hospital group.

While waiting for the end of the discussions, Force Ouvrière hopes for a calm. “As long as we are in negotiations, nopunch or punch action mobilisation“, explains the union. Unlike the CGT which does not exclude actions depending on management’s responses.

An information meeting is planned with management and the unions this Thursday, October 10, but it is the month of November that “will be decisive“, estimates the CGT.
