Emmendingen, Lahr: Berlin is waiting for a grant application for Breisgau-S-Bahn – Member of the Bundestag Peter Weiß inquires at the Federal Ministry of Transport about ZRF loans

Rapidly increasing debts of the regional public transport association Freiburg (ZRF) led to the intervention of the regional council of Freiburg, which, as a supervisory body, monitors the association’s finances and called for the reduction of cash loans. According to the ZRF, late state grants are the reason for the budgetary imbalance. Member of the Bundestag Peter Weiß then inquired at the Federal Ministry of Transport and Digital Infrastructure (BMVI) about the federal funding for the expansion of the Breisgau S-Bahn, which has now been increased to 75 percent. The answer from the ministry is clear: the authorities do not yet have the information from the ZRF necessary for the grant application. The payment of the funds in connection with the Breisgau-S-Bahn is linked to the existence of certain conditions. These are known to those involved, but not yet fully met. The main focus is on securing the overall financing through the underlying implementation and financing agreement (RuFV) between Deutsche Bahn AG, the state of Baden-Württemberg and the ZRF.

The personnel situation in the Federal Railway Authority (EBA) is also not decisive for possible delays. In principle, the use of staff at the Federal Railway Authority is controlled according to needs. The application review essentially takes place at the head office in Bonn; the EBA branch offices are involved, for example, with planning support in accordance with the requirements plan implementation agreement or the application review. Currently, a total of 13 employees are processing applications from the federal states mentioned in the article (Baden-Württemberg, Bavaria and Hesse). There are also around 24 full-time equivalents in the affected branch offices.

Bundestag member Peter Weiß hopes that all those involved will soon submit the documents for the federal government’s subsidy for the Breisgau S-Bahn to the ministry. After all, it is a great success that the Breisgau S-Bahn can benefit from the federal government’s recently increased funding from 50% to 75%.
