Emirates News Agency – Industrial Development Council holds its third meeting, discusses specific initiatives to achieve industrial integration in the country

– The Council greatly appreciates the issuing by His Highness, the President of the State, of the decree-law on the “Regulation and development of industry” in the UAE, which paves the way for a qualitative breakthrough for the industrial sector.

– The Industry Development and Organization Law is a key pillar for developing the performance of the industry and achieving empowerment, integration and partnership in state-level industrial projects.

The adoption by the Council of Ministers of the policy of exempting industrial inputs from customs duties in the country increases industrial added value, develops national supply chains and creates new products.

ABU DHABI, November 14th / WAM / His Excellency Dr. Sultan bin Ahmed Al Jaber, Minister of Industry and Advanced Technology, Chairman of “Industry Development Council”, chaired the third meeting of the Council, which was focuses on the coordination of efforts and integration between relevant industry authorities at the federal, local and private sector levels, which aims to enhance the competitive capabilities of the industry sector, develop industry procedures and facilitators, and stimulate the investment attractiveness of the industry locally and internationally.

At the beginning of the meeting, the Council highly appreciated the issuance by His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the State, “may God protect him”, of the federal decree law n. 25 of 2022 concerning the organization and development of the industrial sector in the UAE, which represents a fundamental pillar for the development of the performance of the sector and the achievement of empowerment and integration and partnership in state-level industrial projects and strengthening the UAE’s position as a leading global destination in attracting quality industrial investment.

The Council reviewed the recommendations of the previous meeting and the results achieved, as well as presenting a set of priority dossiers for the industrial sector to facilitate measures in support of the industrial business environment, as well as examining the positive effects resulting from the accession of the emirates of Ras Al Khaimah and Fujairah to the National Value Added Program.

The Council also welcomed the adoption by the Council of Ministers of the duty-free policy of industry inputs in the country, which will have significant positive effects on the country’s industrial sector, such as stimulating the growth of industrial production, increasing the value-added industrial value, development of national supply chains, production of new products, and integration and unification of customs exemption services At the federal level, in addition to all local customs authorities, as well as updating and promoting factory data and products, and improving opportunities for local purchase.

The meeting was also attended by His Excellency Humaid Mohammed bin Salem, Secretary General of the Federation of Chambers of Commerce and Industry of the country, His Excellency Noura Al Marzouqi, Assistant Under-Secretary for Political and Strategic Affairs at the Ministry of Human Resources and Emiratisation , His Excellency Dr. Abdul Rahman Al Shayeb Al Naqbi, Director General, Department of Economic Development, Ras Al Khaimah, and His Excellency Muhammad Obaid Bin Majid Al Alili, Director General, Department of Industry and Economy, Fujairah.

Integration of procedures.

His Excellency Dr. Sultan bin Ahmed Al Jaber said that in line with the vision and directives of the wise leadership who focus on supporting the industrial sector and enhancing its growth and competitiveness, the new Industry Regulation and Development Law provides mechanisms more flexible by achieving national integration in industrial procedures and enablers.

His Excellency said: “The enactment of the new Law on the Regulation and Development of Industry increases the possibility of attracting local and foreign investment in the industrial sector, improves national strategic directions in priority sectors and allows the “Make in the UAE”, particularly in the food and pharmaceutical sectors, achieving self-sufficiency in them and supporting growth opportunities. Future industries such as space, hydrogen, medical and agricultural technology. The law is also a key pillar in the legislative system that supports the growth of the national industrial sector and increasing its contribution to the gross domestic product, which supports the objectives of the National Strategy for Industry and Advanced Technology and the Industry Development Council.

Regarding the adoption of the national policy for the exemption of industry inputs from customs duties, His Excellency stressed that the approval of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, “may God protect him”, for the policy of exempting industry inputs from customs duties in the country, proposed by the Ministry of Industry and Advanced Technology, constitutes a quantum leap in efforts to support the industry and stimulate the competitiveness of the national product, and that this step improves progress towards the achievement of the strategic objectives of the state by increasing the contribution of the industrial sector to the diversification and sustainability of the national economy and improving the ease of doing business in the industrial sector, since the policy will have positive effects such as stimulus Production growth, increase in value added in industry, development of local supply chains and production of new products.

He added, “The new policy represents a sophisticated and advanced mechanism to allow factories in the country to exempt imported materials entering the industrial sector, and the exemption will be limited to materials that are not available in local markets, which encourages factories to use locally produced materials, in line with the “Make in the UAE” initiative.The new policy will achieve a major economic impact by developing local industries and their exports, reducing unfair competition, supporting the legislative environment, boosting competitiveness for doing business in the country, supporting national markets and creating investment opportunities for new products”.

During its third meeting, the Council discussed a number of vital projects related to strengthening the industrial sector, in particular strengthening the role of the Industrial Development Council in launching quality initiatives at the federal and local levels, to support the efforts of the “Make in the Emirates”, representing a unified industrial identity for the country and to provide more enablers to support growth over the period. In the future, to provide a stimulating and attractive environment for entrepreneurs and small and medium-sized enterprises, opening new markets for UAE products with countries of the world, and supporting concepts of efficiency, flexibility and quality to enhance the competitiveness of products manufactured in the UAE in regional and global markets.

National added value.

The Council commended the completion of the procedures for the accession of the Emirates of Ras Al Khaimah and Fujairah to the National Value Added Programme, which would support the integration of supply chains in the country and strengthen the competitiveness of national industries in general, and in particular the strategic, vital and priority industries that contribute to the achievement of self-sufficiency. The Council underlined the great potential offered by the national value-added program to benefit from procurement contracts under the aegis of the program partners, which applies to the purchases of more than 45 federal government agencies in addition to 19 large national companies, and indicated that joining the program offers great opportunities to promote growth and industrial expansion in vital sectors. It is a priority, as well as creating highly skilled job opportunities in these sectors. The Council also discussed the potential for growth and technical development offered by the “Industry 4.0” programme, which creates significant opportunities for companies and suppliers.

Flexibility of procedures.

The Industrial Development Council seeks, within a clear strategy, to enhance the performance, growth and competitiveness of the industrial sector in the country, increase flexibility and industrial licensing procedures, and pave the way for entrepreneurs, small and medium-sized enterprises and advanced technology and R & D companies to set up enterprises, grow, expand, and benefit from national programs such as the “National Added Value” and the “Industry 4.0” Industrial Revolution Fourth Program and technology transformation program.
