DUBAI, 15th February, 2020 (WAM) — Labor ministers in Asian countries that send workers held a consultative meeting within the activities of the World Government Summit, with the participation of labor ministers in the Gulf Cooperation Council countries, their representatives, and the International Labor Organization, during which best legal practices related to employment were exchanged.
His Excellency Dr. Abdul Rahman bin Abdul Manan Al Awar, Minister of Human Resources and Emiratisation, stressed in his opening speech that the meeting contributes to developing partnerships between countries sending and receiving workers in a way that serves the common interests of these countries and enhances the development benefits resulting from the movement of workers, stressing the UAE’s endeavor to develop its relations with various countries of the world. And its keenness to guarantee the rights of workers leaving from those countries to work for them.

His Excellency Gilbert Hongbo, Director General of the International Labor Organization, spoke about the importance of the contribution of migrant workers to the economies of their countries and helping their families and societies, and the need to continue this situation for the benefit of all parties, and to continue developing laws and policies and accumulating and exchanging experiences gained in this field, pointing to the importance of continuing to fight recruitment Irregularity is one of the challenges facing the world that requires the concerted efforts of all parties together.
During the meeting, the UAE reviewed a package of new legislation regulating the labor market, represented in the implementation of Federal Decree Law No. 33 of 2021 regarding the regulation of labor relations, which constituted a strong impetus for comprehensive development efforts in the business sector to regulate the business environment in the country, as well as the implementation of Cabinet Resolution No. 18 For the year 2022 regarding the classification of private sector establishments subject to the provisions of the Law Regulating Relationships, and the unemployment insurance system, which constitutes a social protection umbrella for workers in the labor market in the UAE, in addition to reviewing the importance of the supervisory and inspection mechanisms applied by the Ministry of Human Resources and Emiratisation with high efficiency.

The Republic of Bangladesh stressed the importance of strengthening cooperation between countries sending and receiving labour, reviewing its programs to increase the expertise and information of expatriates from Bangladesh all over the world, including the countries of the Gulf Cooperation Council, in order to improve the outputs of relations between all parties and ensure their smooth functioning.
The State of Qatar also reviewed a project for assessing heat stress at work and mitigating its impact as part of technical cooperation with the International Labor Organization, referring to the decision that gives workers rest periods during the summer, in addition to conducting annual medical examinations to diagnose chronic diseases, maintaining workers’ records, and their right to file a complaint if one of them feels at risk. on his health.
Pakistan reviewed policies and legislation related to work, immigration, and institutional reforms to increase efficiency, such as facilitating digital transfers for workers through secure digital accounts, and working to enhance the capabilities of workers and increase their awareness, especially before travel, as it equipped platforms to facilitate this process at airports in parallel with establishing partnerships with countries such as Saudi Arabia and Kuwait, And another with South Korea, referring to the strengthening of cooperation with the International Labor Organization and participation in the “Abu Dhabi Dialogue”, which was launched in 2008 as a forum for dialogue and cooperation between the Asian countries that send and receive labour. Asian countries that receive temporary expatriate workers, in addition to 11 Asian countries that send workers.
The Philippines praised the efforts of the GCC countries in caring for workers and preserving their rights, especially since the four most receiving countries for Filipino workers are Saudi Arabia, Qatar, the Emirates, Kuwait, and Hong Kong.
