Emergency Ambulances Fined for Speeding on the Way to Naples Hospitals

(ANSA) – NAPLES, OCTOBER 26 – A hail of fines. The ambulances coming from the populous area of ​​Campi Flegrei which transport patients to the Cotugno and Cardarelli hospitals in Naples, via the ring road, are not ‘recognised’ by the tutor and are promptly sanctioned for speeding. Yet another “verbal mockery” came from yesterday and concerns an intervention on 5 September last, when the Pozzuoli 118 intervened to try to save a woman who had been set on fire by a neighbour. An “absurd” story says the president of the Italian Society of System 118 (Sis118), Mario Balzanelli. And criticism comes from many quarters. The issue, in reality, is a long-standing one, as Raffaele Morelli, owner of Croce Italia, who carries out the rescue service through 118, in agreement with the ASL Napoli 2 nord, tells Il Mattino. “In 2021, in the midst of the pandemic, we reported the problem to the prefecture which made itself available to cancel the fines but the problem persists and has actually worsened. Now one of our nurses only deals with this”, that is, preparing all the necessary documents to have the reports canceled, “instead of assistance”. The fines concern in particular the 118 vehicles in the Phlegraean area (Pozzuoli, Quarto, Bacoli, Monte di Procida) which must transport patients to the large Neapolitan hospitals specialized for infectious diseases, burns or serious traumas. The problem is apparently linked to the fact that the tutors of the fast route do not ‘recognise’ ambulances whose license plates are not registered among those of vehicles exempt from sanctions. And among the ambulances fined there is also the one that ran at full speed to try to save the life of Antonella Iaccarino, the 48-year-old woman from Quarto, who was set on fire by a neighbor at the height of a condominium dispute, who later died a long agony. Or the vehicle that transported a fifty-year-old woman to hospital, also from Quarto, who died yesterday after being burned on a large part of her body in a domestic accident. “Fining an emergency vehicle for speeding is irrational and absurd”, because in an emergency “even a single minute can make the difference between life and death” and “under no circumstances can 118 delay”, states the president of Sis118, who asks that an ad hoc review of the highway code also be evaluated. Ugo Cappellacci, president of the Social Affairs and Health Commission of the Chamber, is amazed. “It would be funny – he comments to ANSA – if it were a comedy by De Filippo, but it is reality: it is tragicomic, we are going crazy. Since it is a technical problem, of updating the tutors, which leads to an obvious error, I I hope that those in charge of verification do not follow up on these sanctions. The fact that these have instead been ratified, as it would seem, is truly absurd”. “Hands off Hippocrates”, the Neapolitan association that denounces the health problems in Campania, starting from the plague of attacks, asks for the “register of protected license plates” to be made immediately, while the Neapolitan deputy of the Alleanza Verdi Sinistra, Francesco Emilio Borrelli, observes that “we are in the country of opposites: criminals who risk killing others because they drive in an uncivilized manner get away with it while those who save lives are sanctioned”.
