According to official data, one of the “granddaughters” of the National Welfare Fund “Samruk-Kazyna” was found to have embezzled assets worth more than 15 billion tenge aimed at constructing a facility to generate electricity using wind.
“In 2020, Ereymentau Wind Power LLP, 100 percent of which belongs to Samruk-Energo JSC, following a tender, an agreement was concluded with a certain Olympus Trans Service LLP for the construction of a wind power plant (WPP) in the Ereymentau area with a capacity of 50 MW for a total the amount of 26.1 billion tenge. Under the terms of the contract, the facility was to be built 17 months before June 4, 2021,” the Astana Department of Internal State Audit said in a statement.
It is reported that in 2020, the contractor Olymp Trans Service LLP did not start work, although advance payments in the amount of 10.5 billion were paid in full.
“An advance of this amount was not enough for the contractor; he requested an increase in the advance for the supply of 11 sets of wind generators. Through mediation in court, Ereymentau Wind Power LLP increased the amount of the advance by another 5.5 billion tenge. But this did not help the contractor fulfill the terms of the contract. “Today, work worth 15.4 billion tenge has not been completed, the delivery of 11 sets of wind generators has not been completed,” the department’s press service reported.
According to the press service of the Department of Internal State Audit, the advance payment in the amount of 15.4 billion tenge turned out to be unsecured, and therefore the opportunity to receive an insurance payment in case of non-fulfillment of the contract by the contractor was lost.
“At the same time, at present, no claim work is being carried out for the return of money. As of today, an order has been sent to the audited object to eliminate the identified violations and the issue of considering the liability of persons involved in these violations,” noted the department of internal government audit for the city of Astana.
