He said he did not want the conflict to escalate into World War III.
The explanation is part of Musk’s response to astronaut Scott Kelly, who is a vocal supporter of the Ukrainian cause. Kelly urged restoration of full functionality of the state-of-the-art system.
Restrictions announced last week bar the Ukrainian military from using Starlink to fly drones, which SpaceX President Gwynne Shotwell describes as “weaponization” of the product.
Musk said, “Kelly is smart enough not to swallow the media and other propaganda.”

He pointed out that Starlink remains available for military communications in Ukraine, even though as a private company, SpaceX has the right to shut down its terminal.
“We strive to do the right thing, where the ‘right thing’ is a very difficult moral question,” Musk said.
“We will not allow an escalation of the conflict that could lead to World War III,” he said.
