Today Tokayev signed two laws: “On introduction of amendments and additions to some legislative acts of the Republic of Kazakhstan regarding traffic organization of certain types of vehicles and digitalization of road safety” and the accompanying one ” Introduced changes and additions to the Code. Both laws come into force after 60 calendar days, but individual contracts only come into effect after 6 months.

According to the new law, it is forbidden:

  • driving a bicycle or moped without holding the handlebars with at least one hand;
  • driving a motorcycle or moped on one wheel, as well as being located outside the intended area for driving this vehicle;
  • transport on motorcycles or mopeds, as well as special tools, products that protrude more than fifty centimeters in length or width beyond their dimensions, or products that interfere with control.

Bicycle drivers will be prohibited from carrying passengers on the right edge of the road, including in the lane for fixed route vehicles, in one lane or on the shoulder of the road without helmets attached.

In addition, the law specifies the method for calculating the average speed of a car.

“The maximum speed of a vehicle is exceeded by repairing or calculate the average speed of a vehicle technical methods and certified special measuring instruments operating in automatic mode.”

What taxes are deferred

During daylight hours, all moving vehicles (except bicycles) must have low-beam headlights or daytime running lights to identify them. The spotlight and searchlight may only be used outside populated areas without oncoming vehicles.

Previously for violation of the rules for the use of external lighting devices during daylight hours and (or) sound signals they could warn, or they could be punished with a fine of 3 MCI (11,076 tenge). Law signed by the President cancel the fine, leaving only a warning.

What new fines will appear?

If drivers were previously fined for speeding 40 kilometers per hour or more (20 MCI, or 73,840 tenge in 2024), now a new fine has been added for exceed the speed limit by 60 kilometers per hour or more. The penalty is 40 MCI, or 147,680 tenge in 2024. For repeated violations of this type within a year, they will be fined 60 MCI, or 221,520 tenge.

The fine for violation of the rules for organizing and conducting a mandatory technical inspection motor vehicles and their trailers. For small businesses it was set in the level of 50 MCI (184,600 tenge in 2024), for medium-sized businesses – in the level of 70 MCI (258,440 tenge), for large businesses – in the level of 100 MCI (369,200 tenge) . Now the fines are 10, 20 and 30 MCI, respectively.

Fines for the same violation made several times during the year also increased: for officials, small businesses – in the amount of 70 MCI (258,440 tenge), for medium-sized businesses – in the amount of 90 MCI (332,280 tenge), for large entrepreneurial enterprises – in the amount of 120 MCI (443,040 tenge) with a lack of permission to work as a technical research operator. According to the current rules, the fine is 30, 40 and 50 MCI, respectively.

Article 630 “Damage to roads, railway tracks and other road structures” add new parts:
