“Europe will have a stronger legislative framework in the field of migration policy, which is the same for all member states. It will be effective and protect – an approach that is humane and fair to those seeking protection; tough on those who don’t qualify to receive it; and tough on those who exploit the vulnerable’.
The President of the European Parliament (EP) Roberta Metzola and Elena Yoncheva united behind this assessment on the occasion of the last steps towards the final approval of the EU migration policy reform. Elena Yoncheva heads the group that coordinates the negotiations between the European institutions on the subject.
“The goal of adopting some of the most important legislative acts in this mandate of the European Parliament has been fulfilled with the preliminary agreement reached in December 2023 between the European Parliament and the Council. With them, a working European system will be created, which will cancel the current rules in the field of migration, which are unfair – both to those seeking protection and to the countries under pressure”, commented MEP Elena Yoncheva.
The negotiating team met on Wednesday with representatives of the last five rotating presidents of the EU Council – the current Belgium, and the previous four – Spain, Sweden, the Czech Republic and France. In September 2022, on the initiative of Elena Yoncheva and Roberta Metzola, they approved a roadmap with specific deadlines and commitments for adopting the regulations and directives in the Migration Pact. The goal was to reach an agreement on them within the framework of this mandate of the European Parliament and the preceding European elections in June of this year.
“At our last meeting, we confirmed the agreement reached. The last stages are underway on the way to forming a common European response to the challenges of migration,” said Elena Yoncheva.
The European Parliament and member states in the Council are expected to approve the agreements reached in the coming months, with key votes to come.
The reform consists of ten regulations and directives, each of which deals with different aspects of the management of migration flows to the EU – screening of arrivals, migration management mechanism and solidarity with countries under pressure, crisis response rules, return directive to countries of origin, etc. According to Elena Yoncheva, the new rules guarantee support for the countries on the external borders of the EU, such as Bulgaria, which currently bear a large part of the burden in crisis situations.
