One-time electricity allowance it is intended for those families that use electricity for heating, including heat pumps. The amount of the surcharge will be PLN 1,000while in the case of annual electricity consumption mentioned above 5MWhwill be increased up to PLN 1,500.

Electrical integration for heat pumps, but not for photovoltaics!

It is important to know that homeowners who have invested in PV will not receive an electricity allowance. Although they also have a heat pump. The law clearly underlines that if a household uses the electricity generated by a micro-photovoltaic system, the electricity allowance is not due.

Furthermore, the electricity allowance is not due to households that have submitted a positive application for the payment of the coal allowance or an allowance for other heat sources, such as pellets, LPG gas, wood or fuel oil.

How can I get an electricity allowance? Conditions

As a rule, the electricity allowance is linked to the residential address, i.e.: an address add-on. However, the amendment to the law provides for the possibility payments of multiple electricity bills to a shared address and stove. These are families who live at the same address but have two different sources of heating.

The new rules say so “if several families live at the same address but in separate rooms and use different ones or shared heat sources entered or reported in the central register of the emissivity of buildings, then each of these households will be granted an electricity allowance.

Reasons for the payment of the electricity contribution for these families determined by the head of the municipality, the mayor or the president of the city by administrative decision, after conducting an environmental interview, which will demonstrate that several households live at one address in separate premises and these households use a separate or shared heating source.

The amendment also provides (Article 2, paragraph 2, letter d) that the head of a municipality, mayor or president of a city enter a heat source in the CEEB, if the source has not previously been reported to the register, without the need to submit a specific declaration.

Electricity surcharge without CEEB declaration and application

The legislation provides that the electricity surcharge is due when the main domestic heating source has not been declared or included in the CEEB by 11 August 2022 and, following an environmental survey, it has been ascertained that the heating source of the home is electricity. An official note from the conducted environmental interview is prepared. Entry into the CEEB is carried out by the head of the municipality, the mayor or the president of the city ex officio without the need to submit a specific declaration.

Similarly, if the household has not applied for the allowance and, following the environmental investigation, it has been established that the source of heating in the household is electricity, the electricity allowance will be granted .
