2022 is the last year where you can buy a tax-free electric car. Normally it should lead to increased sales, but delivery problems lead to uncertainty.

If you want to buy an electric car without taxes, 2022 is the last chance. That’s what Thor Egil Braadland, contact with the authorities at NAF, says.
Politicians have long wanted to introduce VAT on the most expensive electric cars. Braadland says that the electric car will be VAT-free throughout 2022, but that consumers must expect VAT on electric cars from 1 January 2023.
Normally one would think that taxes in 2023 would lead to a sales boom in 2022. But it is not that simple. The car industry is struggling with major transport and delivery challenges as a result of the pandemic, as well as a great shortage of micro-chips and so-called semiconductors for the cars.
Fredriksstad Blad has taken a call to three of the city’s dealers: Dahles Auto, Motorforum and Auto Råbekken to hear if they expect a sales boom next year, before the fees come.
– We guess a lot
The general manager, Jan Roger Tjernes, at Dahles Auto on Rolvsøy, does not feel safe when he says something about next year. For precisely the challenges of delivery mean that he does not dare to speak firmly.
– We have hopes for good sales, but we do not know. Given the recent delivery problems, we are simply unsure how many cars we will get. We guess a lot. So setting up the budget for 2022 has been a small challenge.
He says that the delivery time can be anywhere from four to five months, and up to 18 months.
Expect increased sales
Tore Engjom, general manager at Motorforum Fredrikstad, is very aware of the announced fees.
– It is a bit short, he answers soberly to the question of whether he expects an increased influx of interested car buyers in 2022 who will get an electric car if the taxes come into force.
– So we expect to sell more electric cars, yes.
Normal delivery time at Motorforum is one to three months. He thinks this will be normal in the future as well.
– It is not a challenge at the moment, and we have no indications that there may be problems with delivery time in the future either.
Motorforum sells the brands Dacia, Renault, Mitsubishi, Hongqi and Xpeng.
Slight increase
Auto Råbekken is a brand dealer for Hyundai, and a dealer of Mazda. General manager Gunnar Vignes, says that they have sold well with cars this year.
– We expect some increase, but no violent things. We basically sell almost exclusively electric cars.
Warns against VAT bangs
NAF warns that some car buyers risk getting a VAT slap on a car they order in 2022.
– As is well known, there have been delivery problems on some models this autumn. If this continues well into 2022, there is a risk that an electric car ordered in 2022 will not be delivered until 2023. The VAT rules at the time you receive the car apply – not when you order it, warns Braadland.
He advises people who order a new car in 2022 to use the car industry’s standard contract, which gives you the right to cancel the purchase if the total price increase is greater than six percent.
Facts: Taxes on electric cars in 2022:
- No purchase taxes on electric cars.
- All petrol and diesel cars, including rechargeable hybrids, have several 10,000 kroner in purchase taxes in addition to VAT.
- No VAT on electric cars. All other cars have 25 percent VAT.
- Traffic insurance fee (previous annual fee): NOK 8.15 per day / NOK 2975 per year for electric cars. It is the same level as for a petrol car.
- Re-registration fee (new scheme from 2022, applies to used electric cars): NOK 1,670 for newer cars (2019 and newer), NOK 1009 for older electric cars (2010-2018). This is a quarter of the level of a petrol car.
- Up to half fare in toll booths.
