Elections 2023: modalities and issues at the center of a conference in Libreville – AGP

Libreville, May 14, 2023 (AGP) – The modalities and challenges of the presidential, legislative and local elections scheduled for this year were the subject of a conference organized on Saturday May 13 at the Libreville Chamber of Commerce, by an associative movement called Team 123E

This conference, which was the beginning of the activities of this associative structure, was led by Flavien Enongoue, Teacher at Omar Bongo University and Assistant Professor in Political Philosophy.

Talking about the terms of the vote, the speaker broke them down into three stages. First, the so-called pre-electoral phase which concerns the Ministry of the Interior. It is essentially reserved for the preparation of the electoral list and its updating, the distribution of voters’ cards and the ordering and conveyance of electoral material, the determination of voting centers, the establishment of civic campaigns, and the transmission of the electoral list to the Gabonese Elections Center (CGE), the body responsible for organizing the elections.

Then, the second so-called electoral phase. It consists in convening the electoral college by the Gabonese Election Center (CGE) which organizes the ballot. Then, the litigation phase which is the domain of the Constitutional Court and the Council of State.

Regarding the issues, Flavien Enongoue split them into two. Civic issues and power.

«The second part of my presentation focused on the issues. There are civic issues. That is to say, to ensure that the maximum number of Gabonese of voting age can do so, through educational work, since the vote is free both from the Administration, but also from political parties and civil society organizations“, he said.

«For the issue of power, it must be said that an election is there to arbitrate the claims, and the role of the election is to be able to determine who has the legitimacy on the basis of the most important vote. For that, I tried to show for what of the presidential election, on which basis one can estimate such candidate has more chance to be elected than others. This is what I have called, following other academics, the equation of presidentiality which supposes having notoriety, the support of a major political party, popularity in the opinion, and the status of ‘statesman. When we combine all these variables, we have a better chance of being elected. But the fact remains that it is the voters who decide on the day of the vote, whatever calculations the scientists can make“, he said.

But before the start of the conference, whose moderator, teacher-researcher at the Ecole Normale Supérieure (ENS), Patrick Ndong, a word of welcome was read by the president of the association Jonas Embouaboyi.

The latter, who presented the executive board, also made the genesis of the structure he directs. Indicating that it was born last year and that it brings together all the executives of the Mbolo 1, Mbolo 2 and Mbolo 3 districts of the first district of Makokou.
