As in the whole country, with the exception of the Isla de la Juventud, the 11 municipal assemblies of the People’s Power of Pinar del Río, constituted in electoral colleges, next Sunday the 28th, at nine in the morning, will put to a vote the proposal of Miguel Mario Díaz Canel Bermúdez, President of the Republic of Cuba for the positions of Governor and Vice Governor of the province.
By means of a free and secret vote, each of the constituency delegates will express their opinion. It will be a deputy, appointed by the Council of State, who makes public the rationale for the proposal in the different territories, together with members of the Municipal Electoral Council (CEM), the latter will be in charge of the voting process.
In accordance with the provisions of the Constitution and the Electoral Law, the CEM carries out the scrutiny and the president of this body reads the final act before the delegates, specifying the ballots deposited in the ballot boxes, the valid ones, the blank ones, the annulled ones and the number of ballots. votes obtained by each candidate, and reports the results to the Provincial Electoral Council (CEP).
The CEP performs the final count and declares the candidates elected, provided they reach more than half of the valid votes, notifies the National Electoral Council (CEN), which in turn notifies the President of the Republic and the President of the Assembly National of People’s Power (ANPP). The results are reported to the population.
If the proposals for the position are not approved, another must be submitted within a period of less than 10 days and the entire process is repeated. Once elected, the Governor and Lieutenant Governor take office before a representative of the Council of State, designated for this purpose, within the term of 21 days following his appointment, subsequently the Provincial Council of People’s Power is constituted.
