Efforts to Extend Port Opening Hours and Simplify Customs Clearance to Accommodate Increasing Hong Kong-North Migration

The number of Hong Kong people going north has increased, and a large number of Hong Kong people have queued up at the port to pass the border in recent nights. Zhuo Xiaoye, Deputy Secretary of the Security Bureau, said in an interview with TVB News that he is actively promoting a number of simplified customs clearance measures with the mainland authorities, including studying the extension of port opening hours. It is understood that Liantang/Heung Yuen Wai may take the lead in extending the service hours.

At present, the Liantang/Heung Yuen Wai border crossing point is closed at 10:00 p.m., while the Shenzhen Futian and Hong Kong Lok Ma Chau branch ports are closed at 10:00 p.m. Therefore, there are always long queues during holidays.

Zhuo Xiaoye: Initially, all aspects are also positive at this stage

Zhuo Xiaoye, deputy director of the Security Bureau, said that in response to the large increase in the flow of people at various ports, in order to facilitate the passage of citizens, the mainland and Hong Kong have communicated almost every day recently to discuss extending the opening hours of the ports, because the relevant arrangements involve increasing manpower and other public transport facilities. For example, if the Liantang port is directly accessible by people and vehicles, if the opening hours are to be extended, there must be public transportation. He described that at this stage, all aspects are positive.

It is understood that Liantang/Heung Yuen Wai will become the first port that can extend the customs clearance time the fastest, including opening and closing half an hour earlier and closing one hour later. The next step will be to explore the alignment of the Lok Ma Chau feeder port with the Luo Wu port, and extend the service hours until the early hours of the morning.

Zhuo Xiaoye also pointed out that the two places are also actively studying measures to simplify customs clearance. The Xinhuanggang Port, which is expected to be completed in 2026, can use “two places, one inspection”, that is, cooperative inspection and one-time release. He pointed out that due to the hardware facilities involved, if the existing ports do not affect the operation, they can also study how to improve their services.
