In many countries, therefore, there is a lack of regulations for the private education sector or the ability to implement such regulations. This has a negative effect on the quality of education and exacerbates the inequality between rich and poor.
Profit orientation widespread
According to the report, 350 million children and young people around the world attend non-state schools. However, only 27 percent of the federal states explicitly forbade primary and secondary schools to be profit-oriented. This is contrary to the UN goal of granting all people twelve years of free schooling.
Less than half of the countries examined also regulate admission to non-state schools. Only seven percent had quota regulations that improved access for disadvantaged students, according to the World Education Report of the United Nations Organization for Education, Science and Culture.
High costs especially in poorer countries
According to the information, households in the least developed countries in particular spend a large proportion of their income on the education of their children. While the share of private expenditures in the education costs in countries with high incomes is only 16 percent, in poorer countries it is up to 39 percent. As a result, many families are dependent on loans to enable their children to attend school. Loss of income from the coronavirus pandemic further exacerbated this situation.
Demand for free education
UNESCO called on the international community to examine its statutory provisions: efforts should be intensified to facilitate access to twelve years of free, publicly financed preschool and school education for all children and young people. In addition, quality standards would have to be established for all state and private educational institutions. Official supervision and the enforcement of regulations must also be strengthened, the exchange of experiences between all those involved promoted in the interests of the common good, and education in general must be protected from the interests of individuals.
