Teacher competitions struggle to attract candidates. At the beginning of November, the Ministry of National Education announced that it would postpone registrations for teacher recruitment competitions by one month. Aspiring teachers can submit their applications until December 7. In 2022, the success rate for external competitive examinations in public education rose to 42% in primary education, and 29.5% in secondary education.
Who are the successful ones? A note of the Directorate of Evaluation, Foresight and Performance (Depp), published Thursday, sheds light on this.
Students still in the majority
In the 2022 session, in external public education competitions, students represent the majority of those admitted to secondary education (52%). Those admitted to external competitive examinations for public primary education are also mainly students (39%). A large part of them come from the National Higher Institutes of Teaching and Education (Inspé), indicates Depp.
The share of admitted students, however, “significantly” decreased between 2021 and 2022. According to Depp, the share of students among the winners of external competitions fell by 18 points in the first degree and by 12 points in the second degree. This is a consequence of the reform, which came into force in 2022, which increased the level of diploma necessary to take competitive examinations from the first to the second year of the master’s degree.
Many failed in 2021
If the proportion of students decreases, that of candidates declaring having already exercised teaching, educational or supervisory functions increases for all external recruitments. These candidates represent 26% of the winners in secondary education and 17% of the winners in primary education.
In the first level, 18% of those admitted are private sector employees or non-educational civil servants undergoing retraining. The proportion of unemployed candidates is also significant among those admitted (16.8%). Their share is lower in the secondary sector, at 9% and 8% respectively.
Several candidates had also already tried their luck in 2021. Depp thus noted 23% failed in 2021 among those admitted in 2022 in the first degree and 12% in the second degree. “These candidates failed in 2021 admitted in 2022 are mainly women. Most of them are under 30 years old. Inspé students represent half of these candidates,” specifies the statistical service of the Ministry of National Education.
Mostly contract workers for the internal competition
The internal competition is open to civil servants, non-tenured teachers and educational assistants with at least three years of seniority in the civil service. For the 2022 session, a large part of the winners in internal secondary competitions were contract teachers aiming for tenure (43%), notes Depp. Other winners are already teachers and are aiming for academic mobility or a change of body, level or teaching sector.
In the first level, contract workers represent 35.9% of those admitted to internal public competitions. 18.6% of those admitted are education and surveillance personnel. 35% held other jobs in the public sector.
