This may be due to the wide range of educational, employment and social/lifestyle opportunities they offer.
A relatively high share of higher education attainment is also recorded in two regions specializing in research and innovation activities. and/or high-tech production, including Utrecht in the Netherlands. and Pais Vasco in northern Spain. Northern Ireland and Western Ireland are the only regions in the EU with a share above 60.0%.
At the other end of the distribution, there are 17 regions where less than a quarter of 25-34 year olds had a higher education level in 2022: 7 out of 8 regions in Romania. (except the capital area of Bucureşti-Ilfov), 3 regions in Hungary, 2 regions in Bulgaria, one region in Czechia, 3 regions in southern Italy. and the Outermost Region of Guyana (France). Some of these regions are characterized as rural/remote regions and have low levels of highly skilled employment opportunities. Others are characterized by relatively high levels of specialization. vocational education.
