This year, the building land community took the top spot in the ranking of taxpayers in the Neckar-Odenwald district. A rare event that can be attributed to a very taxing 2021. The downside is lower allocations from the state side and increased district and financial equalization charges, which actually led to a negative revenue budget.

However, an increased revenue from trade tax in 2023 will compensate for this, “so that we will probably remain in the upper third in the coming years compared to the tax capacity of the municipalities in the Neckar-Odenwald district.”

One would like to use this year’s budget to create some accents in the community. On the investment side, this includes the start of construction of the new fire brigade equipment house in Rosenberg, which creates premises for the first time that correspond to the current status and also enable future development opportunities for the fire brigade.

A further start of construction will take place through the creation of new social rooms in the building yard. According to Matousek, education and care will remain the focus in 2023. Another milestone is to be reached with the renovation of the outdoor facilities in the Rosenberg kindergarten.

Many roofs of the community buildings were used for photovoltaic systems. In this way, the community is making a significant contribution to the energy transition.

The construction program envisaged in the budget also contains an “upgrading” of the sewer below the old cemetery along the railway line and in the area of ​​the intersection of Dörrhöferweg and Hauptstraße.

What takes a long time should be implemented in 2023: This concerns the first construction of the road in the Eichgarten construction area in the Hirschlanden district. The street lighting is converted to a new light source. On the other hand, the municipality has the opportunity to use “car sharing” in the northern Neckar-Odenwald district.

Investing in infrastructure is one thing, but the real capital of a community is the people. The corona pandemic has demanded a lot from social life in the community, the backbone of which are the clubs that carry the local culture and keep it alive with events and festivals.

“But that only works if people get involved. Corona has made us comfortable,” said the mayor, and further: “Rosenberg must be alive with its districts. Stabilizing the number of inhabitants is also very important for this. After the loss of inhabitants in the last 20 years, the downward trend could be stopped in 2020. We must succeed in countering this bleeding of rural areas, because the building land is beautiful and livable and there are, above all, places in kindergartens.”

The 2023 budget closed with a plus of 117,000 euros in the income budget and is therefore balanced. No new debt will be taken on, the level of debt will even be significantly reduced.

With the investment volume in the financial budget, the municipality uses the chances and possibilities to shape the future for Rosenberg. He was also aware, the mayor continued, that there would be other times in the community. F
