Editorial: conjunction

Ln May 2, 2023, a heavy rain fell on Ouagadougou and its surroundings, certainly the beginnings of the rainy season. And this signal from heaven reminds each of us of the Transition’s agenda, one of the intermediate objectives of which was to liberate certain areas, in order to allow the internally displaced to find their land and cultivate.

Well expected, no one expected the entire territory to be cleared of terrorists in just 4 months of real war. However, areas like Ouo or Solenzo have been liberated and there are reports that some IDPs in the Kaya area are returning to their land. It is a dynamic which is very slow, of course, but which results from the rise in power of military action.

It now remains to consolidate the security of these liberated areas, so that the wintering takes place there in a serene way. Certainly, it is not won in advance, but with the method and the coordination of actions between VDP, FDS and the populations concerned, the blow is playable.

The challenge is twofold. It makes it possible to test the device for taking charge of the return of IDPs to their village and which will allow the resumption of production activities. The second issue is security, how to sanctuary these liberated areas, so that the populations go about their business.
