ECB Staff Survey Shows Lack of Confidence in Christine Lagarde’s Leadership

The union representing the staff of the European Central Bank said that according to a survey conducted by it, the majority of the bank’s employees believe that Christine Lagarde is not the right person to lead it, Reuters reported, cited by BTA.

The survey by the International and European Public Service Organization (IPSO) showed that staff confidence in the ECB’s entire senior management team was lower than a year ago, with nearly 60 percent of staff expressing a negative view.

The survey shows that ECB staff are mostly concerned about issues such as pay and working conditions.

About half of the respondents expressed some doubts about the results of the fight against high inflation conducted by Lagarde.

An ECB spokesman said the survey was flawed and included topics “for which the Executive Board or the Governing Council is responsible, not solely the president of the bank, and which are not within the remit of IPSO”.

According to the bank, its president and board “have been fully focused on their mandate and have implemented policies to respond to the unprecedented events of recent years such as the pandemic and wars.”

Organizational problems were a theme consistently raised by ECB staff in earlier IPSO surveys conducted under Lagarde’s two predecessors, Mario Draghi and Jean-Claude Trichet. However, both central bankers received positive reviews from staff for their performance at the helm of the ECB.

IPSO said nearly 64 percent of the roughly 1,100 respondents to the survey thought Lagarde had not improved the ECB’s reputation.

In surveys conducted at the end of Draghi and Trichet’s terms, more than 70 percent of employees rated them as having improved the bank’s reputation.

Some 53.5 percent of those polled said Lagarde was not the right president for the ECB at this time, while 22.8 percent said she was the right person for the job and 23.8 percent had no opinion. It is the first time ECB officials have come to such a conclusion about the institution’s president, the trade union IPSO said.
