Morocco and France signed, Wednesday in Rabat, two agreements for a total amount of 150 million euros, relating to the Support Program for the generalization of compulsory medical coverage and the Support Program for the Government Plan for Equality 2023-2026.
These two agreements were signed by the Minister Delegate to the Minister of Economy and Finance, in charge of the Budget, Fouzi Lekjaa, the French Ambassador to Morocco, Christophe Lecourtier and the director of the French Development Agency ( AFD) in Morocco, Quiterie Pincent.
The first agreement, worth 100 million euros, is a continuation of AFD’s support for the Royal project of establishing universal social protection, and which is structured around three pillars.
This involves supporting governance reforms to improve the functioning of Compulsory Health Insurance (AMO), supporting equity and strengthening the effectiveness of AMO, taking into account gender issues, as well as than to strengthen control of AMO expenditure.

Worth 50 million euros, the second agreement aims to contribute to reducing inequalities between women and men, in their diversity, through two objectives, namely operationalizing and deploying Budgeting. Gender Sensitive (BSG), including in the territories, and support the economic empowerment of women, particularly through support for measures relating to the care economy included in the government equality plan III (2023-2026) .
Speaking on this occasion, Mr. Lekjaa indicated that these agreements are part of an exemplary dynamic, marked by the recent state visit of French President Emmanuel Macron to Morocco, as well as by the signing of major conventions, recalling the deep historical relations between the two countries.
The two partnerships align with the strategic priorities of the Moroccan government, in perfect harmony with the global development vision outlined by His Majesty King Mohammed VI, he continued. For his part, Mr. Lecourtier highlighted the solid and historic partnership between Morocco and France, marked by “unfailing solidarity” in the face of common issues and the challenges of the century. He also stressed that the French President’s visit constitutes a cornerstone of bilateral relations, thus consolidating fruitful and lasting bilateral cooperation.
At the end of this signing ceremony, marked in particular by the presence of the general director of the National Social Security Fund (CNSS), Hassan Boubrik, MM. Lekjaa and Lecourtier welcomed the level and quality of cooperation links between Morocco and the AFD, reaffirming their desire to further strengthen them.
