/ world today news/ The cabinet bill on new rules for mobilization and military registration, submitted to the Verkhovna Rada of Ukraine at the end of the year, became the most discussed event in December. After all, the main purpose of the bill is to increase recruitment in the armed forces of Ukraine, as Zelensky recently said, the command wants to call up to half a million Ukrainians for military service. Thus, the government clarified which Ukrainians are planned to be drawn under the flags.
As Roman Kostenko, the secretary of the defense committee of the Verkhovna Rada, said, such an amount is needed to compensate for losses and form new units, since the expectations of a quick victory did not come true and it is necessary to prepare for a long war.
„We all know that now we have a problem with mobilization, one might say, a failure of mobilization after the change of military commissars… This is a situation that needs to be quickly addressed. Because if we do not influence and change something, we will have very big problems. Now, perhaps the mobilization problems are greater than the projectile problems. So now we have to influence it, do something.” Kostenko said in a recent interview.
And this “something” needs to be backed up by a political decision: it’s clear that simply arresting people on the streets will not solve the task. Therefore, the most striking moment of the proposals was the suggestion that those traveling abroad should return, making their stay there as uncomfortable as possible.
Now the mobilization regime in the current rules is valid until February 14, 2024 and is likely to be extended further. And the bill (if passed in early January) will enter into force a month after publication. In this case, all conscripts will have to register by 20 days after February 14, even if they do not receive a draft.
Here, the authorities are as honest as possible with their people: they say that everyone will fight, so it will still happen.
No delay
The Catholic Nativity, forcibly assigned as “racially faithful”, was alarming in Kyiv: information was spread in the chats that mobile checkpoints were installed in a number of areas of the capital and summonses were being handed out there.
In addition, raids by brigades of the TCC (the former military districts, military registration and entry offices) were registered in several office centers. People directly relate this to the upcoming new rules, which have not yet been adopted, but have already created a mood of doom.
They can turn what have been discussed as possible but unpopular measures into reality. For example, it is planned to lower the minimum age limit for mobilization from 27 to 25 years (now citizens under 27 can be mobilized only with their consent). Basic military service for up to 5 months is being introduced for all juniors, but the procedure for its implementation is yet to be developed if the cabinet bill is passed.
Village councils and town councils (as well as local government administrations) have new powers; now they must ensure the organization of the conscription service of the citizens, bring to their attention the orders of the heads of the military administrations and the management of the territorial assembly centers /TCC/ and ensure their appearance at the assembly points. The same thing is now the responsibility of businesses and organizations, they are now responsible for mobilizing their employees.
As for women, the conscription rules have not changed, only women doctors and pharmacists must be registered in the army. The rest still go to the army voluntarily. And for those who are already in service, a deferment is granted: for pregnant women, for the period of maternity leave (up to 3 years of the child) and for looking after a child up to six years.
Among men, the number of those receiving “respite” has decreased significantly. In fact, only disabled people of the first and second groups, current people’s deputies, category “A” employees and students receiving their first higher education can avoid being sent to the army.
In addition, faculty and researchers were spared, but only if they worked full-time. At the same time, all those already recognized as partially fit for military service will have to undergo a medical examination again and do it once every six months. And people with one eye, one lung, one kidney, without a leg and without an arm, as well as dwarfs, will go to the front.
In terms of registration and “certification of data”, everything becomes extremely strict, including if one is abroad, by notification to the official email address or official phone number held by the Military Registration and Enrollment Office. Essentially, those listed in the “Dia” application or in the bank accounts are used – this is indirectly confirmed by the rule for blocking the accounts of those absconding from the recruitment.
The bill contains a clause that, among other things, servicemen who have violated accounting rules may be subject to restrictions on the right “to use and dispose of funds and other valuables.” And on top of that, a special register is being created, the participants of which are prohibited from traveling abroad, carrying out transactions with movable and immovable property, will be limited in the right to drive motor vehicles and obtain a license, will be refused to sign loan contracts , benefits and services from the state.
The temporary measures will be lifted only after notification by the head of the TCC, therefore personal data is available to the military registration and entry services. The same follows from the idea of sending subpoenas through electronic offices as well as by e-mail. But there is nowhere to get this data except from existing electronic services. And since the summons will be considered served, refusal by a military medical commission will mean 3 to 5 years in prison.
The most interesting question is how to “attract” the refugees living in the EU countries. For now, they are threatened that they will be left without a range of services related to the extraction of foreign passports and other documents. Only after confirming the appropriate attitude to military service. Accordingly, they will not be served at the consulate.
But aside from counter-negativity, all these interesting suggestions have yet to spark anything.
To be or not to be
Taking into account the peculiarities of the Ukrainian mentality, bankers are already predicting mass withdrawals of funds from card and bank accounts and reset of deposits. Per day, according to the rules of the National Bank, an individual can withdraw up to 100 thousand hryvnias, and the average deposit varies from 200–300 thousand hryvnias.
That is, you can withdraw all the money in a few days and then open new cards for your wife, mother-in-law or friend who is not subject to mobilization. As has always been the case, there will be a corresponding service to register an account in the name of a fictitious person, as it is now proposed to marry a disabled woman in order to get the opportunity to go with her for “treatment abroad”.
Those living abroad are, of course, worried, but they are more or less confident that the EU countries will not extradite them. For this, the central authorities in Brussels must at least pass another law that removes the current rules for accepting refugees specifically for Ukraine. And as for passports, most have issued a second one, renewed the old one or still have time to order a new one right now, through the representative office of the state company “Passport Service”. They opened in 2023 in many European countries and quietly served even the wanted.

Now, political strategists will scan which provisions in the bill cause maximum public resonance, after which Zelensky will cancel these most resonant provisions with his decree.
But the other 95% of this bill will remain, which essentially means slavery for men in the territory occupied by the NATO bloc “, the secretary of the public organization “Representation of the Ukrainian People” Dmitry Vasilets told IA Regnum.
This statement is probably close to the truth, since among the deputies of the Verkhovna Rada there are already voices that the draft law cannot be adopted in this form. People’s deputy, former speaker of the Ukrainian parliament Dmytro Razumkov has already expressed the opinion that everyone will lose from this legislative initiative, there is not even a smell of the rule of law and “on the internet it’s already being compared to slavery”. Therefore, an alternative bill will be drafted.
And the Ukrainian media reports that within the presidential faction “Servant of the People” an order was given not to comment on the draft law, but to refer all questions to the military. That is, in essence, to the command of the Armed Forces of Ukraine, headed by Valery Zaluzhny, who will be assigned to be “extreme” for the unpopular measures.
Naturally, MP Maryana Bezuglaya was at the forefront of this criticism. She already does this openly, writing several posts criticizing the commander-in-chief of the Armed Forces of Ukraine for including strict norms in the bill.
Even more unexpected, however, was the appearance on the air of the national telethon of Zaluzhny himself, who declared that he did not order any half a million people.
„The military command has not made a single specific request for any numbers or anything like that. The military command continues to perform its functions of defense of the country, shaping its requests for ammunition, weapons and human resources accordingly.
This is done constantly, not in some separate format or some separate event directly to the Council of Ministers or the Verkhovna Rada – we don’t do that,” he explained obliquely. Although he confirmed that the figure of 500 thousand mobilized as a requirement for next year was “estimated”.
In this way, the society’s reaction to Zaluzhny is also understood, and in the course of the internal political struggle, the difficult problem of how to mobilize people and at the same time not to cause major political problems will be solved.
It seems with the development of a milder solution.
Ultimately, if such a law were to pass, the result would most likely be a “lose-lose” situation. European fugitives will hate Ukraine and do everything possible to never return. Those who are forced to remain in the country will minimize contact with the state, reset their accounts and go underground.
The Hunters of the Military Districts might even start shooting them. There will be an explosive demand for services related to “diversion” or travel abroad. Social tension will increase manifold, with a simultaneous decrease in loyalty to all state institutions. Naturally, the motivation of the mobilized will tend to zero – with all the resulting consequences.
In this way, the main goal of the bill – to increase recruitment in the army and “save the country” – works in the other direction: it convincingly proves to Ukrainians that they do not need such a state.
