During a business trip to Canada, I missed a meeting and went on a tour.

【Incheon】 It was belatedly revealed that Kim Jong-wook, Commissioner of the Korea Coast Guard, had visited a tourist site without attending the meeting during his business trip to Canada to attend an international conference.

Additionally, it was revealed that Commissioner Kim attended an international conference wearing a uniform that was not in the regulations, and that the Coast Guard belatedly created related regulations.

According to data received from the Coast Guard by Moon Dae-rim, a member of the National Assembly’s Agriculture, Food, Rural Affairs, Oceans and Fisheries Committee, from the Coast Guard on the 21st, Commissioner Kim went on an overseas business trip to attend the 23rd North Pacific Maritime Security Agency Chiefs’ Meeting (NPCGF) held in Vancouver from September 18 to 23 last year. .

However, it was discovered that Commissioner Kim did not attend the NPCGF general meeting and closing ceremony and visited Banff National Park, about 1,000 km away from the conference venue.

Commissioner Kim visited Banff National Park, a tourist attraction, and then visited Victoria Island, accompanied by two Coast Guard employees for interpretation and accompanying services.

At the National Assembly audit held at the Coast Guard Training Center in Yeosu, Jeollanam-do on this day, Rep. Moon pointed out, “Was tourism more urgent than attending the general meeting and closing ceremony?” and “During the process, I had my subordinates accompany me and even entrusted them with interpretation.”

In response, Commissioner Kim explained, “I finished the Canada-U.S. bilateral meeting as the head of the visiting delegation, and the vice-leader went to the general meeting (instead of me),” adding, “I used the remaining time and the official cultural tour period.”

He added, “I went to the national park on my way to encourage the dispatched inspector general working on Victoria Island,” and added, “Regardless of the reason, I feel sorry for not meeting the public’s expectations.”

Rep. Moon also pointed out that Commissioner Kim wore a summer uniform that was not in the regulations at the ‘International Conference on Coast Guard and Maritime Security Cooperation’ held in Singapore last March.

Rep. Moon criticized, saying, “After Commissioner Kim wore a uniform that did not meet the regulations last March, he belatedly established related regulations on June 17th,” adding, “This is not faithful to the basics, and Coast Guard employees also strongly opposed this.” .

After Commissioner Kim attended the Singapore meeting, the Coast Guard reported on the ‘plan to revise the law to prepare the basis for uniform uniforms’ on March 21, and completed the revision of the duplication rules for special duty police officers in June.

Regarding this, Commissioner Kim said, “We decided that it would be difficult to hold a two-hour outdoor event with the existing uniform in the heat exceeding 40 degrees, so we hastily created a temporary city uniform.” He added, “The Coast Guard wore similar uniforms in 2008, but the rule was abolished by the Ministry of Public Safety and Security.” “I wore it for activation purposes,” he explained.

In addition, there was a series of criticisms that the Coast Guard’s work discipline was generally lax during the National Assembly inspection, including criticism of the fact that Commissioner Kim accompanied his spouse to a security vessel handover event held in Vietnam last August.

Democratic Party lawmaker Lim Mi-ae criticized, “Over the past five years, there have been a total of 464 cases of misconduct by Coast Guard officers, ranging from neglect of duty, drunk driving, sexual crimes, and unfair acts taking advantage of their superior status.”

Rep. Song Ok-ju of the same party also pointed out, “51 people have been dismissed from the Coast Guard for misconduct over the past five years, and the disciplinary rate for sexual misconduct is extremely high at around 30%.”

In response to this, Commissioner Kim responded, “I think it’s because a variety of occupations work in coastal and island areas,” and added, “We will check where it occurs a lot and establish countermeasures.”
