He Ministry of Housing, Construction and Sanitation made official the regulations of Legislative Decree No. 1280, which approves the Universal Service Law drinking water y sanitation.
The objective of this regulation is to develop the provisions referring to the provision of drinking water and sanitation services in urban and rural areas; establish the functions, responsibilities, rights and obligations of entities with recognized powers regarding the provision of water and sanitation; and indicate the rights and obligations of users and service providers.

In addition, it seeks to regulate measures aimed at the efficient management of drinking water and sanitation service providers, integration policy, economic regulation, environmental sustainability, disaster risk management, promotion of public investment and private, quality assurance, access to services, equity and efficient and sustainable provision of services; as well as, increase the reliability of drinking water and sanitation services.
The regulations will be mandatory for Local Governments; the Regional Governments; the Ministry of Housing, Construction and Sanitation; drinking water and sanitation service providers; the users of said services; the National Superintendency of Sanitation Services (Sunass); the Technical Agency for the Administration of Sanitation Services (OTASS); and, the public administration entities with powers recognized by the legal system in matters of drinking water and sanitation in the national territory.
According to the Ministry of Housing On several occasions, with this law all Peruvians will have access to quality drinking water at a fair price and within a maximum period of four years, through quick and effective solutions.
