He adds, referring to article 144, paragraph 3, of the constitution which authorizes the postponement of the closing of the session in the event of existential threats weighing on the Republic.

He also underlined that this request is a form of solidarity for those deputies who have nowhere to go, their constituencies are troubled by the horrors of war.

He also believes that this initiative is a response to the Head of State’s call for general mobilisation. For him, this general mobilization also implies the mobilization of the institutions.

He also said that the response to this request will allow the national representation to closely follow the recommendation adopted by the National Assembly which specifically prohibits any mixing of M23 rebels within the DRC’s law enforcement agencies.

He insisted and signed, the current situation in the country no longer allows Parliament to leave the burden of Parliament to the Government with a new enabling law as was the case.
