The draft resolution “On the statement of the Verkhovna Rada of Ukraine regarding the priority areas of the state policy of Ukraine in the field of de-occupation, reintegration and restoration of the Autonomous Republic of Crimea and the city of Sevastopol” was registered on August 18. One of its authors is the Chairman of the Verkhovna Rada Ruslan Stefanchuk.
According to the draft resolution, it is proposed to fix the following rules:
No territorial concessions
Termination of the war with the Russian Federation through territorial concessions is unacceptable; Restoring the territorial integrity of Ukraine within its internationally recognized state border, including the de-occupation of Crimea and Sevastopol, as well as ensuring state sovereignty is a key condition for ending the war; The peace formula of the President of Ukraine should become the basis for ending the war, restoring territorial integrity, liberating all the occupied territories of Ukraine, including Crimea, establishing comprehensive, fair and sustainable international security to ensure security throughout the region.
Expulsion of Russians
The Russian Black Sea Fleet must be withdrawn from the territory of Crimea, taking into account the need to ensure security; All regular and irregular armed formations of Russia must be completely withdrawn from the territory of Ukraine; Russians who illegally moved to the territory of Crimea since 2014 will be expelled;
The fate of collaborators
Ukraine does not recognize Russian citizenship obtained by residents of the occupied Ukrainian territories automatically or forcibly; Citizens of Ukraine who collaborated with the occupying authorities, but did not commit serious crimes, can be exempted from criminal liability;
Future of Crimea
In Crimea, military, military-civilian administrations, temporary bodies of state power can be formed, and the work of representative bodies and local self-government bodies will be resumed after the elections; The International Crimean Platform should become a platform for ensuring security in the Azov-Black Sea region as a whole to promote the de-occupation of Crimea and restore the territorial integrity of Ukraine.
In addition, the bill has norms for the resumption of the activities of independent media and public associations in the liberated Crimea, the Ukrainian education system and the protection of the rights of the indigenous peoples of Ukraine, in particular, the Crimean Tatars.
The situation in Crimea
Explosions have become more frequent in Crimea in recent months. Sometimes this is about strikes against the Russian fleet, sometimes missile strikes, or drone attacks on the peninsula or the Crimean bridge.
For example, on the night of August 4, as part of a special operation by the SBU, during an attack by drones, the Olenegorsky miner landing ship was damaged. In particular, the next day, the drones also attacked a large SIG oil tanker, which was well loaded with fuel.
Also, the Crimean bridge was recently attacked by surface drones. As a result, two spans were destroyed in the structure.
In addition, on August 18, bursts of large-caliber weapons were heard in the Crimea, and smoke was visible not far from Evpatoria.
