The Plovdiv District Court is hearing the case, with two defendants, one of whom is the former chairman of the Plovdiv Regional Police, Dr. Georgi Krastev, a reporter told Plovdiv24.bg. Dr. Krastev is accused of document fraud, as an official and chairman of the specialized medical advisory commission / LKK / on orthopedics, he compiled 53 electronic sick leaves for temporary incapacity for work of various individuals, thus deliberately giving opportunity for the other person – the defendant Stefan Grozev, to receive without legal grounds a total amount of BGN 42,994.01 from the budget of the Social Security Fund, owned by the National Social Security Institute, representing paid compensations.

Dr. Krastev is also accused that in his capacity as an official in the scope of his service, alone and as a mediocre perpetrator through the other member of LKK in orthopedics, the defendant Stefan Grozev, he compiled 57 electronic outpatient sheets, with intended to be used before RHI – Plovdiv as evidence of these circumstances. The crimes were committed for the period from 22.05.2017. until 27.07.2018

Today Dr. Krastev was not summoned to court. Only the second accused came – Stefan Grozev, who is from Harmanli, in order to consider a change in the measure of restraint “Detention in custody”. And while Dr. Krastev is on bail, Grozev has been in custody for more than eight months. It became clear from his lawyer, Tanya Chechkova, that he has been on hunger strike for 16 days, from March 1. he ate and drank nothing, “the lawyer said.

The man protested his excessively long detention and claimed a lighter measure. It also became clear that he suffers from epilepsy, for which there is a 65-page medical folder on the cover of the case, in which various experts prove the diagnosis. “His vital signs are outside the normal levels,” said lawyer Chechkova.

The prosecutor rebuked her, saying the measure should not be changed, as there is a danger of influencing witnesses in the trial phase. He was detained for a serious intentional crime, for which there is irrefutable evidence, for a large-scale scheme to drain the National Social Security Institute, which involved more than 10 people and created more than 130 electronic documents with false content.

All this is done for property gain, to the detriment of the sick patient. In addition, the defendant does not have a permanent home address where he can be found, according to prosecutors. “The hunger strike is not a reason to end the detention and therefore the prosecutor’s office calls on him to stop this strike in order to preserve his health,” the prosecutor added.

The accused himself told the court that everything he was accused of was complete fabrication. According to him, the prosecutor’s office wants to keep him in custody for as long as possible because he does not receive any assistance from him to establish the truth in the case.

Stefan Grozev asked for a lighter measure of restraint. However, the court did not grant his request and remanded him in custody. His lawyer said he would appeal the court’s decision.
