Mostly voters of the Movement for Rights and Freedoms benefit from the high benefits under this scheme, receiving over BGN 100 million per year from the NOI
The amendments adopted in the first reading in the Social Security Code (SSC), which stop the so-called french scheme may be suspended by the European Commission. Dogan’s DPS MEP Ilkhan Kyuchuk asked from EC interpretation of whether the changes prepared in our country do not contradict the European regulation, “Sega” reported.
Both wings of the DPS are against banning the possibility of receiving the maximum compensation for unemploymentas it is massively exploited in traditionally their municipalities.
The scheme against minimum insurance to receive BGN 2,200 monthly compensation is possible thanks to a European regulation, which, in the name of facilitation for EU citizens, decrees that during internships in different European countries, the compensation should be calculated according to the last place of employment. Many people exploit the regulation by traveling for a minimum period to France, where they declare high incomes for short-term employment and come home to register at the labor offices as unemployed. It is precisely because of this scheme that farmers from the Blagoevgrad region cannot find workers.

When adopting the changes in the code in the first reading, MPs said that this would save NOI more than 100 million BGN, which annually goes to paying high benefits due to short employment in France.
“The regulation has direct effect and its scope and requirements cannot be supplemented with national norms,” said Ilhan Kyuchuk. He asks the EC whether there is a contradiction between the additional requirements for summing up periods in the new texts of our law and the general spirit of the norm in the regulation, as well as whether the additional requirements would lead to a different treatment compared to unemployment benefits for which Bulgaria is responsible.
