A course for dog owners is becoming increasingly important with the new animal protection law, which is expected to come into force in 2025. These regulations not only stipulate a mandatory course for prospective dog owners, but also that insurance must be taken out for every pet.
One of the most controversial points in the Animal Welfare Act is the obligation to complete training before being allowed to own a dog. The draft of the relevant law, which was sent to the regional authorities in mid-July, provides for a six-month transition period. This gives people the opportunity to attend the course and obtain the relevant certificate. This requirement does not apply to people who already have a dog, but if they want to register a new dog this will be required. It also does not apply to veterinarians and dog trainers.
The introduction of the mandatory course in 2025 is an important step towards responsible dog ownership. More and more cases of neglect and abuse show how important well-trained owners are. A course provides future dog owners with knowledge and skills for proper care, such as feeding, grooming, identifying behavioral problems and communicating effectively with their dogs.
There is not much information yet about what exactly this course for dog owners will entail or how it will be carried out. The course will likely cover several key areas of dog ownership. From basic dog breed knowledge to advanced behavior modification techniques, everything is aimed at preparing owners for the challenges of dog life.
The new legislation also requires dog owners to take out liability insurance. This is intended to protect the owner from claims if their dog injures or harms others. The insurance serves two purposes: it protects the owner financially and at the same time promotes his sense of responsibility.
The introduction of compulsory courses and insurance could be of great importance for Spanish society. It could lead to more responsible and knowledgeable dog owners, which could reduce problem behavior, neglect and mistreatment of dogs. On the other hand, the higher costs could also lead some people to give up their dogs.
