Dobrev insists that GERB’s fiefdoms in the state administration and companies remain outside the control of the government. This is a declaration of mafia sovereignty bordering on a call for a coup – the boyars want their own and don’t care about the state.
You know what’s cynical? BEHs have real money that they serve and influence networks of transportation groups for influence. They are spent through a decision of the board and executive directors appointed by GERB and left by Rumen Radev.
Dobrev’s suggestion that the claims of the fiscal against our largest company, aimed at the bankruptcy of BEH, because the creditors would make other debts due in advance, is nonsense. On the contrary, writing off these debts as uncollectible sharply worsens the financial position of BEH, because they erase several hundreds of millions from its assets. And this is monitored by creditors.
Dobrev’s actions are preemptive in order to remove responsibility for BEH’s problems and revelations at the highest levels of the state energy industry.
Dobrev, who voted against the cabinet, blames Maria Gabriel as well, because she blocked the most important task for which Gabriel was sent by the EPP – to enter the Eurozone.
Dobrev accused Petkov’s government of being involved in corrupt deals with natural gas, which were realized through the intervention of the White House and for which there was a hundred percent guarantee that everything was open and transparent.
With his signal to the VAP, Dobrev de facto undermined a deficit of 3 percent, because it is difficult to find an alternative to the one billion dividend from BEH as income. Dobrev tried to play the role of Peevski in DPS, through his positions in energy. It is no coincidence that the cracks between GERB and the government go through the relationship between Maria Gabriel and the parliamentary group.
There is no doubt – Borisov sanctioned this move to Delyan because he is holding Sarafov.
And now some “technical notes”.
First, writing off debts to BEH is not the only possible action, they could turn it into a share and increase the capital in the respective debtor companies. The change of management of the energy companies, especially BEH, Bulgargaz and BTG, becomes an immediate need, because the new minister of energy will be totally blocked.
Second, Dobrev misses the most important thing – this debt of Bulgargaz to BEH has a chain effect – Toplofikatsia owes Bulgargaz, Toplofikatsia’s customers owe Toplofikatsia, because the prices of thermal energy do not fully cover the prices of natural gas. After Bulgargaz, there is no write-off of any debt.
Radev’s official offices once made their social policy with the prices of natural gas, pressured KEVR – which politely served the needs of Radev’s officials, and a second time they continued the transactions with Russian gas through Mytileneos, at higher than exchange prices and thus increased the negative financial result of Bulgargaz, respectively reduces margins, profits and dividends. And its ability to service its debts and reduce natural gas prices for consumers.
Third, it is not a problem in the more expensive compressed gas in Chiren – the EC gave them the formula for the additional state aid, precisely because the EC and the state obliged Bulgargaz to fill Chiren with expensive gas last year. This gas remains in Chiren and Bulgargaz will not need to inject new gas, thus saving money.
That’s why we pay more expensive gas from the exchanges /this is the official explanation/ because smaller amounts of Chiren gradually enter the mix and we can inject cheaper gas this summer. Bulgargaz did not say that it could not service its loans, nor that it could not reschedule them, as BEH did with its other debtors. And so the greater profit in BEH and the possibility of dividends will remain, as the draft budget plans.
Dobrev also has a personal motive, because he has a complex with the Harvard student Asen Vassilev and cannot get into his skin about the possibility that the finance minister will succeed with the “impossible” budget with a 3 percent deficit. This characteropathy, typical of a kindergarten, only in GERB passes for “experience”, for “professionalism”, for “care” for the energy sector, and in reality it is mediocrity in defense of corruption networks and dependencies on which the party itself is built.
My question is to the GERB parliamentary group, to Borisov and especially to Maria Gabriel – you cannot combine corruption and the Eurozone. Choose.
To the government – to avoid sabotage do not hesitate and change the management of the state energy companies. Especially those with long experience.
