“Having weighed all the pros and cons, I withdraw my vote for Elena Duma and today I initiated an extraordinary meeting of the competition commission to elect the chairman of ARMA, at which I will make a corresponding statement,” he said.

According to Ostapenko, two reasons prompted him to this decision.

“I am withdrawing my vote because I did not have complete information about the candidate at the time of voting, which is of decisive importance to me and which stunned me,” Ostapenko said.

In addition, in his opinion, the voting procedure was violated.

“After the first “rating” stage, where each of the members of the commission had the opportunity to cast several votes for several candidates, the second “decisive” stage was not held, where each had to cast one vote for one of the candidates who received the largest number of votes”, he stressed.

Ostapenko urged the commission to hold a meeting in the near future to resolve these issues and determine the results of the vote in a proper manner within the framework of due process.

The same number of points was scored by the acting head of ARMA Dmitry Zhoravovich. In addition, Konstantin Tkachenko, a lawyer who until October 21, 2022 was the head of the SPFU Corporate Rights Department, scored 80 points.
