The Relaunch Decree (THE SPECIAL) will be on Monday in the Chamber in Montecitorio for the start of the general discussion. Indeed, the go-ahead from the House Budget Committee has arrived. Among the approved amendments, there is what plans to extend from 31 July to 31 August of the period (starting from March 5) for which parents of children up to 12 years of age who are employed by private companies can request a leave of up to 30 days (each) at 50% of the salary.
Summer camps for 0-16 year olds
Another amendment provides that the projects for summer camps they must concern the age group from 0 to 16 years. Temporary assignments for ATA teachers and staff and the conclusion of the ballots by the end of the lessons are also foreseen. Time contracts, however, are terminated if the activity is suspended in the presence (THE SPECIAL SCHOOL). Another amendment, then, provides for a month of your choice in 2020 of train travel and free access to museums for university students (10 million allocated, with the aim of “promoting and stimulating the tourism sector through the cultural and educational sector- museum “).

Extension of the building superbonus
The Commission then gave the green light to the extension of the 110% bonus also for second homes, including terraced houses but excluding stately homes, villas or castles. A reformulation of several amendments on the subject has been approved: maximum concessions will be available for two property units. Revised ceilings for subsidized expenditure for energy efficiency measures, measures relating to the use of biomass and extension to district heating but in mountain municipalities not in the EU infringement procedure. Incentives for cars and bikes
Incentives of up to 3,500 euros also come for those who buy a 6 euro car. The approved amendment provides for a state bonus of 1,500 euros, if the seller makes a discount of at least another 2,000 euros, for those who scrap an old vehicle at least 10 years. The incentive is halved without scrapping. The bonus is valid for purchases between 1st August and 31st December 2020 of cars with emission limits between 61 and 110 grams per kilometer and with a price of up to 40 thousand euros net of VAT. In addition, for the last 5 months of 2020, the contribution for hybrids and electricity is strengthened, which increases by 4 thousand euros in case of scrapping and 2 thousand without. In detail, in case of scrapping, the incentive for cars with emissions between 0 and 20 grams per km of Co2, now at 6 thousand euros, rises to 10 thousand euros (of which 2 thousand paid by the seller), while for vehicles with emissions between 21 and 60 grams per km it goes from the current 2,500 euros to 6,500 euros. The fund for the bike bonus an additional 20 million.

In the text that arrives in the Chamber, 40 million are expected in 2020 for the municipalities most affected by the coronavirus epidemic (LIVE UPDATES – THE SPECIAL). The funds will be distributed by decree of the Ministry of the Interior and of the MEF within 30 days from the conversion of the measure, taking into account both the municipalities that have become the red zone for at least 15 days to contain the infection, initially excluded from the Relaunch decree, and those particularly affected by the number of infections compared to the inhabitants, ascertained on 30 June. The intent, explained Deputy Minister Laura Castelli, is not to exclude Municipalities “with very high contagions, few, which did not become a red zone because then it became a red zone throughout Italy”. 20 million also arrive in 2020 for distressed municipalities. An ad hoc fund is set up at the Ministry of the Interior: half of the resources will go to the extraordinary maintenance of buildings to be allocated to the police and carabinieri, the other half to the distressed municipalities dissolved by the Mafia.
Bergamo and Brescia Italian capitals of culture 2023
Another amendment provides that Bergamo and Brescia will be Italian capitals of culture for the year 2023. “It is an important recognition for two cities rich in history and culture, hard hit by the pandemic”, Deputy Minister of Economy Antonio Misiani wrote on Fb . “From today, we will all work together, from Bergamo and Brescia, to make this project a beautiful opportunity to relaunch the two cities”.
Cash refund for canceled concerts
Also approved the amendment for the immediate cash reimbursement of concert tickets in the event of definitive cancellation. Ok bipartisan also to an amendment that extends Covid protections and social safety nets also to show business workers who do not benefit from wage supplementation and to the so-called intermittent workers.
The other measures
Among other measures: double the funds for private schools reaching a total of 300 million (with 150 million more, 100 for the 0-6 bracket and 50 for primary and secondary schools); taxis and chauffeur-driven car rental services can also be used for scheduled passenger services (derogation valid until 30 June 2021); 200 million for INAIL to “further support the recovery of productive activities in the safety of companies” (the projects financed will be chosen with a call); fund to increase the pensions of the total disabled; € 4 million to “finance policies for the prevention and contrast of violence for reasons related to sexual orientation and gender identity and for the support of victims “; social, social assistance and socio-health services for people with disabilities and for those in difficulty equivalent to public services essential; extension of the concessions for the management of sports facilities up to 3 years as “compensation” for the damages suffered by grassroots sport due to the long stop imposed by the Covid emergency.
