Discourse toll road aka electronic road pricing (ERP) has returned to the fore. The DKI Jakarta Provincial Government also admits that they are discussing technical regulations for controlling paid road traffic. In fact, motorbikes will also be subject to ERP rates when crossing a number of roads.
However, there are a number of things that the DKI Jakarta Provincial Government must pay attention to before implementing the ERP. One of them is the preparation of public transport services around the area or corridors that implement paid roads. This was disclosed by the Indonesian Transportation Society (MTI) for the DKI Jakarta Region.
The public transportation must meet the quantity and quality needs of the people in the area where the ERP is implemented. In choosing paid road corridors, DKI Jakarta Provincial Government is also asked to choose areas where public transportation is well organized.
MTI also considers that ERP is considered as a policy that does not stand alone, in addition to paid roads there must be provision of qualified public transportation services.
“ERP implementation must prioritize implementation in areas or corridors served by mass public transportation. Public transport services in areas affected by ERP must be able to meet the needs both in terms of quantity and quality of service in accordance with the needs of the areas served,” wrote MTI in a statement, Thursday ( 19/1/2023).
MTI emphasized that meeting people’s mobility needs through public transportation as an option to replace private vehicles in areas affected by ERP is something that must be done appropriately. Moreover, if the implementation of ERP is indeed carried out to reduce the density of private vehicle traffic in an area.
On the other hand, Academician of Soegijapranata Unika Civil Engineering Study Program Djoko Setijowarno said that ERP is a very unpopular policy. He stated that perhaps this policy would only be supported by people who care about transportation and the environment.
“So maybe only the Governor who doesn’t care about popularity will dare to do it, or if there is a law that obliges the Governor to do it,” said Djoko in his notes.
