DKI Pays Dead Civil Servant Salaries and Retires

Audit Board of the Republic of Indonesia (CPC) found that the DKI Jakarta Provincial Government was still paying wages and regional performance allowances (TKD) for employees who have died or retired in 2020. The amount reaches Rp. 862.7 million.

The findings were conveyed in the Examination Results Report (LHP) of the 2020 DKI Jakarta Government Financial Statements which was ratified by the Head of DKI Jakarta BPK Representative Pemut Aryo Wibowo on May 28, 2021.

“There are payments of salaries and TKD to retired employees, retired employees at their own request, deceased employees, employees who perform study duties and employees who were sentenced to disciplinary punishment worth Rp862.7 million,” he was quoted as saying. Between from the BPK report in Jakarta, Thursday (5/8).

CNNIndonesia.com has contacted the Head of the DKI Jakarta Regional Personnel Agency (BKD), Maria Qibtya regarding BPK’s findings, but the person concerned has not responded to short messages or phone calls.

The BPK details the excess payment of salaries and TKD or additional employee income (TPP) for 2020 civil servants by the DKI Jakarta Provincial Government.

First, an employee at the Library and Archives Service who has retired as of January 1, 2020 but still receives a salary of Rp. 6,334 million.

Next, employees retire at their own request or APS but still receive a salary. There are 12 people from six regional apparatus organizations (OPD), namely the Bina Marga Office, the City Parks and Forest Service (DPHK), the Health Office, the Marine and Agricultural Food Security Service (DKPKP), the Education Office and the Secretariat of the East Jakarta City Administration.

The salaries given to employees who have retired totaled Rp. 154.9 million.

Furthermore, the employee died who was still receiving salary/TKD/TPP. A total of 57 people from seven OPDs. The salary and TKD/TPP given to the deceased employee is worth Rp352.9 million.

“Further inspection results revealed that as of December 31, 2020, for the overpayment of salaries and TKD/TPP of the deceased employee, a refund of Rp. 17.09 million has been made and corrections have been made to the value of employee expenditure,” the BPK report said.

Next, there are 31 employees who carry out learning assignments but still receive TKD/TPP from eight OPDs. The allowances given to employees who carry out these learning tasks are totaling Rp. 344.6 million.

“Further inspection results show that as of December 31, 2020, a refund of Rp. 54.8 million has been made and corrections have been made to the value of personnel expenditures,” the BPK report said.

Furthermore, employees who are subject to disciplinary punishment in the form of a written warning will be deducted from TKD/TPP by 20 percent for two months. But in reality there are two employees who in the second month receive full TKD/TPP. This resulted in an overpayment of TKD/TPP of IDR 3.9 million.

“The problem resulted in overpayment of salaries and TKD/TPP worth Rp.862.7 million for 103 employees from 19 OPDs,” the BPK report said.
