Diversification of funding sources, a sine qua non for a good education strategy

The current context presupposes finding alternative or complementary financing, in particular from a private sector which, moreover, cannot ignore the interest it has in the public sector developing an investment policy, explained Michel Bouvier during a webinar held under the theme “financing the education system: What innovations?”.

“Confronted with repeated crises, the State uses the few means that it can still activate, mainly, and in the short term, recourse to borrowing” he added, before estimating that “if the recovery is not there and the plans implemented are not followed by the expected effects, such a solution is not viable in the long term ”. Thus, he insisted on the importance “of preventing this eventuality and reconsidering our model of society and in particular that of public finances”. In this sense, the president of the association emphasized the organization of participatory and multi-stakeholder decision-making, noting that “the diversification of funding leads to questions about the construction of a multi-stakeholder order. centered, which could be called the order of relative autonomies, an order made up of a diversity of actors organized both vertically and horizontally ”.

In addition, Mr. Bouvier, recommended the participation of the education system in the achievement of social justice insofar as it must promote a social rise for all and particularly for the most disadvantaged social categories. It is also, according to the professor, to rethink the orientation process, to diversify the courses and to give a chance to the pupils and students of the districts where live populations particularly in difficulty.

In addition, Michel Bouvier emphasized the participation of the education system in the development of the economy, noting that the objective of such an orientation is to promote the courses allowing to acquire the knowledge and skills necessary to evolve. in a complex and rapidly changing world.

The opening of the education system to the world is one of these projects, he continued, specifying that it is a question of internationalizing higher education by developing the reception of foreign students, but also by facilitating stays. of the most modest students abroad.

Organized jointly by the General Treasury of the Kingdom (TGR) and Fondafip, with the support of the RFFP, this webinar is an opportunity for several Moroccan and French officials to discuss various axes related to the financing of education, in particular the role of the public and private sectors and the contribution of information technologies.
