District of Dillingen: The district of Dillingen invests heavily in education

Plus

The Dillinger district council met on Friday in the Nordschwabenhalle Höchstädt for a corona-compliant lightning meeting. The budget for the district was decided in no time at all. But not unanimously.

To make things happen as quickly as possible, the political groups had asked that the budget speeches should not be made but that they should be recorded. The expressed doubts about this procedure SPD: The 2020 budget was passed by circulation procedure. With a much higher 7-day incidence in the district than at that time, a face-to-face meeting is now taking place. That is not consistent.

The budget has a total volume of 137.8 million euros. Of this, the administrative budget comprises 115.5 million euros and the asset budget 22.3 million euros. It is particularly important to District Administrator Leo Schrell (FW) that the district levy is not increased and that investments can be continued.

In which school in the Dillingen district how much is invested

Then again, the focus is on education: One million is for secondary school Lauingen planned, two million for the Lauinger grammar school, 1.5 million for the Wertinger swimming pool, 2.6 million for the Sailer grammar school and 2.9 million for the vocational school Höchstädt. A further 1.1 million euros are to flow into the digitization and air purification of schools.

The finances of the two clinics in Dillingen and Wertingen are a cause for concern

Another huge item are the two hospitals in Dillingen and Wertingen. 5.1 million euros have been earmarked to compensate for the deficits there. Nevertheless, the municipal sponsorship should continue to exist, emphasized the district administrator. (Medical center tower in Wertingen: a project that divides the entire city) A local medical care, both outpatient and inpatient, is extremely important for the district. Schrell reminds of the CO2 savings in the district facilities and announces the continuation of the sun campaign, this time with the topic of the heat campaign. According to the district administrator, the budget reveals “very good figures” – despite the corona pandemic. It makes sense to hold on to the planned investments in order to make the district more sustainable. Even if it is unclear how Corona will have an impact on tax revenue and financial strength over the next few years.

The district CSU recommends external support for the restructuring of the hospitals

CSU parliamentary group chairman Johann Popp agrees with this – and raises another problem: as good as it is that the allocation power has increased by 7.31 percent this year, in return the district and hospital allocations increase and the key allocations decrease.

Popp hopes that if the allocation power should decrease in the next few years, the opposite effect will occur and the damage will be limited. The CSU expressly endorses the planned investments in educational institutions.

The Wertinger assesses positively that the debts will be reduced again with a special repayment of one million euros. For the imminent restructuring of the hospitals (lack of trust at the Wertingen hospital?), The CSU recommended external support with the aim of ensuring optimal medical care for the population – and this without the current high deficits. Popp, who is also a district councilor, is happy about the district’s new branch, which is being supplemented with a care support point. This is a unique combination in Swabia on the subject of care.

The Free Voters are calling for the restructuring of the clinics to be tackled courageously now

Bernd Nicklaser’s (FW) speech begins with the words: “Even more than in the years before Corona, the focus of these statements is not on the numbers, but on the people.” and accept health risks for themselves. The team from the health and the rest of the district administration ensures that the test and vaccination center runs smoothly. (Free voters: CSU wants to unsettle the population)

The two hospitals and the municipal sponsorship have never been so important. Therefore, the restructuring of the houses should not be delayed by a new appraisal, but should be approached courageously. Not only is every cent properly invested in the digitization of schools, but also in youth welfare. 8.5 million euros flow into this item, and the trend is rising. Meaningful, preventive measures are all the more important.

The Greens are calling for climate protection management in the Dillingen district

The factional alliance The green/ Die Linke supports the investment in education and the increase of the staff in the district office, among other things with a biodiversity officer. More jobs for environmental, animal and nature protection are also desired. Group chairman Heidi Terpoorten called for climate protection management as an overall concept in a separate application.

In addition, the Greens complained that building projects such as bypassing Diemantstein are not conducive to future mobility. Something like that would attract more heavy goods traffic to the district. Instead, space-saving concepts are required. Another point of criticism from Terpoortens: a transparent and fair procedure towards a coherent overall concept for both hospitals has not yet taken place sufficiently. Terpoorten’s speech ends with the demand that the district take part in expressions of solidarity for people on the move.

The SPD misses a precautionary position in the Dillinger district budget

The SPD demands the immediate realignment of the two hospitals and welcomes the investments in the education sector. Mirjam Steiner, on behalf of the ailing parliamentary group chairman Jürgen Hartshauser, also reminds that the renovation of the Sailer grammar school and the Höchstädt vocational school were much more expensive than originally estimated. The quality and scope of preliminary investigations for renovations would therefore have to be increased significantly. Professional project management is essential for this. The upcoming renovation of the Lauingen grammar school offers an opportunity to use a project management system. The SPD expects a decline in tax revenues due to the corona pandemic and had therefore expected a precautionary item in the budget. However, this did not happen.

Further topics: The clubs, the economy and again the hospitals

In addition to schools, clubs are particularly important to the Future Group. They also need support, believes parliamentary group chairman Bernd Knötzinger. The sports funding of the district is all the more important. In addition, 80 sports and shooting clubs in the district would benefit from the free state’s double club fee.

Because she had not received any specific information about her inquiries about the Dillinger district hospital, Erich Seiler and the AfD / REP parliamentary group announced that they would not agree to the budget as a whole. But they stand to preserve both houses, to the planned investments and welcome the renewed debt reduction by one million euros.

According to parliamentary group leader Thomas Häußler, the citizens’ list is certain that the economic slump due to the corona crisis will not stop at the Dillingen district either. Therefore one has to reduce the expenditure. And if there is agreement about the municipal sponsorship of the clinics, there is still a great need for discussion about the how. The further digitization of the administration should result in savings.

The Junge Union warns that the deficit in the hospitals will increase. In addition, the dimension of bankruptcies in the economy due to the Corona crisis is not foreseeable. Manuel Knoll fears that sustainable housekeeping without new borrowing will become much more difficult.

According to Alois Jäger and the FDP, the Hospital Future Act could offer the two clinics a chance to develop. That is why she recommends using them. Especially since coping with the pandemic creates further financial gaps. (There is a rumble at the Wertingen Hospital)

The vote on the budget was not closed: Peter Seefried (REP) and Erich Seiler (AfD) voted against. The district council then agreed on the financial planning.
