District manager would have supported alleged members of the ‘Usme Front Line’ during the protests

The Attorney General’s Office pointed out to Natalia Paola Sanchez Cabreraformer manager of coexistence of the Capital District, of providing information to alleged members of the ‘First Line of Usme’ during the 2021 protests.

The name of the former manager began to sound this weekend after the hearing for the imputation of charges was held against five allegedly involved in “acts of vandalism, attacks against the Public Force and retention of vehicles of the Integrated System of Public Transport (SITP)”, in Bogota.

According to the entity’s evidence material, the defendants would have promoted acts of violence in the sectors known as the ‘Y’ of Yomasa and the ‘Puente de la Dignidad’ in the town of Usme, between May and December 2021. In turn, in the guarantee control diligence, the audios of Natalia Sánchez were known, in which she advised the alleged members of the first line.

“The first thing they have to do is wash those boys’ hands, to see if they have grit. Remember that the Sijín goes with experts. Then they have to disappear, ”says one of the revealed audios. In another recording of the Prosecutor’s Office, the provision of information by the official is confirmed: “How do I or who do I notify when Esmad moves? I’m telling you now because I’ve given that information to Javier.”

In front of these audios, the newspaper Time He consulted the Secretary of Government about the former official. The entity assured that Sánchez worked as a local coexistence manager between January 2020 and December 2021. For its part, the Local Mayor’s Office of Usme commented that “it provided its professional services in matters of Human Rights, Peace and Post-Conflict (…) It is not currently bound as a contractor in the District.”

The local entity also issued a press release in which it stated that no district entity has given “any instruction to provide information to third parties that prevents the actions of the Public Force within the framework of its functions.”

For her part, Mabel Andrea Sua, local mayor of Usme, flatly rejected the acts committed by Sánchez. “We support the work and actions carried out by the accusing entity, and we make ourselves available to facilitate the investigation process,” she told The viewer. Additionally, he made it clear that the work carried out by the former official “does not represent the work of the more than 600 dialogue and coexistence managers, who daily work for peaceful coexistence in Bogotá,” he added.

It should be remembered that Natalia Sánchez is part of the five detained by the Prosecutor’s Office. The other defendants were identified as Álvaro Javier Silva Cuellar, alias Jalisco; Carlos Andrés Torres Montoya, alias Flaco or Carlos; Faber Alejandro Rincón Salcedo, alias Faber; and Raúl Fernando Mendieta Herrera, alias Raúl or Shrek.

Although the defendants did not accept the charges against them, the Prosecutor’s Office reported that by order of the guarantee control judge, a custodial measure was imposed on them. In the case of alias Faber, the security measure for him must be carried out in a prison; Flaco and Shrek will pay house for jail, while, alias Jalisco and Natalia Paola Sánchez Cabrera, obtained non-custodial measures.

According to the technical evidence of the Prosecutor’s Office, at least four of these defendants would have been involved in the following events:

– June 28, 2021: “A SITP bus was intercepted, attacked with forceful elements and its driver forced to take the vehicle to a specific point. Finally, they took control of the vehicle and let it roll against the ESMAD units.”

– July 7, 2021: “Aggression against a SITP bus in front of the church in the La Andrea neighborhood. The driver and 10 passengers were intimidated into getting off. The car was crashed into a platform.

– July 20, 2021: “Attack on a transit and transport patrol that was trying to restore mobility after a blockade. A mayor was beaten with sticks and blunt elements, and his official motorcycle was destroyed”.

– July 28, 2021: “A SITP bus was attacked with sticks and stones on the main road in the Santa Librada neighborhood. The driver was threatened to open the vehicle doors; however, he maneuvered and managed to escape from the scene.”
