District Heating Crisis: Real Estate Associations Sound Alarm for Robert Habeck’s Energy Transition Plan

Robert Habeck (54, Green Party)’s energy transition problems are not going away. Now nine real estate associations are sounding the district heating alarm! In a letter to Habeck (available exclusively from BILD), they make it clear: The district heating rules from Habeck’s Ministry of Economic Affairs urgently need to be revised. Otherwise the energy transition threatens to become an expensive shock!

“In the interests of customer acceptance and affordability, we see the revision of the regulation on general conditions for the supply of district heating (AVBFernwärmeV) as urgently necessary this year,” says the letter, which was signed by the nine association heads.

► They call for “significantly greater emphasis” to be placed on “aspects of consumer friendliness, in particular transparent and fair contract and pricing conditions”.

Because, according to the associations, the sharp changes in energy prices in recent months have “once again highlighted the problem of non-transparent pricing”.

Hundreds of thousands of tenants are currently being asked to make additional payments, some of them horrendous. Worst example: A pensioner from Saxony-Anhalt has to pay 6,000 euros in heating costs from district heating alone. The State Statistical Office in Saarland recently published that prices for district heating have increased by 23.2 percent.

Alexander Steinfeldt (34), energy expert at the non-profit consulting company co2online, told BILD: “There is a legal peculiarity with district heating: contracts can be concluded for a period of up to ten years and can be extended for a maximum of five years.” This is legally regulated long term in the district heating regulation (AVBFernwärmeV §32).

► The associations make it clear: “There is a need for short-term action here so that heat prices become understandable and affordable for customers.” To this end, they are calling for, among other things, nationwide price supervision for district heating.

The association of real estate entrepreneurs also criticizes the fact that a lot of time has passed since the district heating summit “without the federal government taking any substantial reform initiatives.”
