Basel-Stadt ignites the restructuring turbo

With 51 million francs and 15 additional jobs, the Basel government wants to better coordinate the upcoming flood of construction sites.

The Basel administration does not feel that it is equipped with the necessary personnel to carry out the urban redevelopment, expand the district heating network and create green spaces by 2037. The government is therefore applying to parliament to increase administrative costs by 4.1 million francs each year for the next 13 years.

The government is using a proposal from the Environment, Transport and Energy Commission as the basis for its loan application. The commission had called for synergies to be used in the expansion of district heating and for the various construction sites to be coordinated. In the advice, this request has now been given a price tag: 50.8 million francs by 2037.

A detailed list in the advice shows that 15 full-time positions, some of which are temporary, are to be created in order to cope with the workload. 1,200 full-time positions alone will be needed in the Department of Construction for the planning and implementation of the district heating expansion together with the new design of the common land infrastructure. 300 full-time positions will be needed in the police force to manage the traffic loads caused by the construction sites. A new traffic simulation tool costing 400,000 francs is to provide assistance in order to minimize the impact on mobility.

The aim of the special expenditure is to ease the burden on the population over the next 15 years. The government believes that this is “unavoidable”: “The population will undoubtedly be put to the test of patience.”
